You will serve as a MANAGEMENT ANALYST in the OFFICE OF BUDGET (FMB) of the OFFICE OF THE ASSISTANT SECRETARY OF THE NAVY (FINANCIAL MANAGEMENT & COMPTROLLER) (OASN (FM&C)).

Duties

You will maintain surveillance of trends in all DON budget areas and apprise senior leaders of Congressional impact, and review historical data to identify trends and discern rationale for Congressional marks to inform senior leader decision making. You will develop a comprehensive legislative program strategy and advise on plans of action for future policies intended to harmonize DON policies, programs, and actions with Congress. You will review, analyze and perform management studies, summarize and prepare reports and briefs, develop strategies to appeal Congressional marks, work all actions in the appeals process, and advance the DON's Appropriations priorities. You will coordinate legislative programs and initiatives, coordinate and track the status of the DON's annual appeals process to Congressional marks, and coordinate and track the status of the DON's equities in reprogramming requests. You will coordinate on matters of Congressional interest, inquiry and investigation and draft formal and informal responses to Congressional requests for information and Congressional inquiries. You will provide technical and policy guidance on appropriations and budget related legislative issues. You will act as a representative at internal meetings with senior DON leaders, other military services, Department of Defense (DoD), other federal agencies on matters pertaining to the DON budget and programs.

  • You will be required to obtain and maintain a final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting high level reviews of the Congressional legislative and appropriations processes; maintaining working relationships with members of Congress to discuss and evaluate legislative programs; applying qualitative and quantitative analytical and evaluative methods and techniques to identify and advise on political and Congressional appropriations matters. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in analyzing and evaluating legislation and legislative initiatives (e.g., legislative proposals, appropriations bills, policy statements, reprogramming actions); assisting in formulating and integrating legislative budget priorities to advance/defend programmatic priorities and objectives; AND assisting in providing technical and policy guidance on appropriations or budget related legislative issues.
