About the Position: This position is in Thermal & Mountain Medicine Division of the U.S. Army Research Institute of Environmental Medicine (USARIEM) in Natick, Massachusetts. USARIEM is one of six research laboratories within the U.S. Army Medical Research and Development Command, MRDC.
Duties
Plan, implement, monitor, and evaluate complex programs using organization and management principles
Develop programs, processes, and procedures to integrate new and existing programs amongst various fields of medical research
Evaluate the effectiveness of programs, policies, and procedures in order to streamline processes and provide corrective feedback
Utilize regulation, policy, and best practices to ensure correspondence is formatted correctly
Review and direct requests for information in order to facilitate effective communication among the research community
Prepare agenda and minutes for highly specialized subject areas (i.e. medical research, logistics, acquisition)
Ensure organization and dissemination of events and executive scheduling
Research and investigate administrative issues and provide viable solutions
Present oral and written reports of compiled data in order to provide information and recommend action
Requirements

- Business travel may be required 10% of the time.

USAMRDC is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11, Step 01 to GS-12, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This position is scheduled to transfer to an Army Program Executive Office or the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. If it moves to DHA, employees will become DoD employees upon transfer to the DHA.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes experience: (1) tracking cost schedule and performance for medical research projects, (2) utilizing project milestones in order to coordinate medical research efforts and provide corrective action and (3) coordinating administrative compliance in regards to collaborative medical research efforts (i.e. command, universities, higher level agencies, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).
EDUCATION:
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
