Duties
Receive and analyze suspense taskers to determine appropriate action
Provide executive direction, assistance, and support for all operations in the organization
Create detailed planning regarding complex management projects, issues, and initiatives on behalf of the Commander
Research current Department of Defense (DOD), Army, Department of Army (DA) and local policies to provide guidance on proper procedures to improve operations
Organize and manage information to include recommendations to senior level leadership
Identify areas in need of corrective action and provide guidance to meet program expectations
Evaluate the effectiveness of operations in terms of mission accomplishment and quality/quantity standards
Complete staff studies and briefings on a large variety of subjects for higher headquarters
Serve as the Subject Matter Expert (SME) for security matters for the Commander and staff
Create and review contract documents, publications, and presentations for operations security
Provide guidance as the OPSEC (Operational Security Officer)
Oversee security clearance levels for all personnel within the command
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Business travel is required 10% of the time.

The U.S. Army Telemedicine and Advanced Technology Center (USATATRC) is a direct reporting unit to USAMRDC. USAMRDC is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11, Step 01 to GS-12, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This position is scheduled to transfer to an Army Program Executive Office or the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. If it moves to DHA, employees will become DoD employees upon transfer to the DHA.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes experience: (1) tracking medical program management operational goals to fulfill to completion, (2) evaluating medical program effectiveness and propose corrective actions, (3) utilizing operational security policies to ensure program security functions, and (4) providing guidance and briefings to Senior level staff and organization employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).
EDUCATION:
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
