Duties
Serves as the Technical Advisor to the FBI’s TEDAC Counter-IED Collaboration Center (C3), as part of the C5ISR Center, Exploitation Analysis and Response (EAR) Division, Technical Information Insight (TI2) Branch.
Duties require the knowledge and ability to develop, implement, and execute policy and procedures for the management of domestic and international technology transfer programs for the Army.
Management of technology transfer programs such as the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (SBTT) programs.
Review in-house technology and assess applicability to the domestic and international military, Conventional U.S. Forces, Special Operation Forces (SOF), and civilian sector.
This position requires expert knowledge of Explosive Ordnance Disposal (EOD) / Public Safety Bomb Squad (PSBS) tactics, techniques, procedures (TTPS), and capabilities related to Improvised Explosive Devices (IEDs).
Requires expert knowledge of capabilities related to Uncrewed Systems (UxS) (air, land, and/or water), and Weapons of Mass Destruction, as well as technology transfer of dual-use electronic devices and technologies.
Solves day-to-day technical problems to assure timely and successful project completion.
Identify capability gaps within the Counter-IED (C-IED) realm to focus Research and Development for Science and Technology efforts to advance C5ISR EAR Division and TI2 Branch roles in fielding emerging technologies for global operations.
Identifying and developing solutions for special operation research and development and procurement, technology insertions, and QRC opportunities.
Coordinate and interact effectively with a broad and diverse range of individuals and organizations involved with technology transfer that range from Conventional/Non-Conventional Forces and the Intelligence Community (IC).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- Three-year trial/probationary period may be required.
- Temporary business travel is required away from the duty station up to 25% of the time.
- This position is a TERM not-to-exceed six year’s position that may be extended, without limit, in up to six-year increments. Term appointment Statement of Understanding may be required.
- Must maintain a TS/SCI security clearance with Counterintelligence Polygraph and be able to work at least 95% of the time in a US Government Sensitive, Compartmented Information Facility (SCIF).

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (or GS-11 level or higher equivalency) in the Federal Service which includes experience in one or more of the following areas:
1. Manage research and development programs involving global, commercial-based technology threats, to include Uncrewed Systems (UxS) (air, land, and/or water), as well as improvised explosive devices (IEDs).
2. Coordinate effectively with external and internal customers, stakeholders, and partners to identify, define, and solve complex and difficult problems/tasks.
3. Implement/execute policy and procedures for the management of domestic and international technology transfer programs
4. Analyze and compile data, facts, and information, to provide sound technical advice to managers and technical staff.
