Duties

Develops exercises for emergency management and continuity of operations (COOP) plans Develops emergency action and continuity of operations plans and trains others to do the same Coordinates the Reclamation Serious Incident and Duty Officer Programs for the Upper Colorado Basin Region Coordinates the emergency communication program for the Upper Colorado Basin Region Reviews dam failure inundation studies for emergency management planning Participates on agency wide emergency management and continuity of operations policy development teams Inspects dams and their related features and reports findings to management Conducts oral presentations of technical documentation at coordination meetings, design briefings, or other technical briefings Coordinates/communicates with various groups/offices throughout an organization such as program and project managers, engineering, and external stakeholders

Qualifications

In order to qualify, you must meet BOTH the Basic and Minimum qualification requirements for at least one grade level described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. BASIC QUALIFICATION REQUIREMENT for the 0810 series: A. Successfully completed a full 4-year course of study leading to a Bachelors or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. -OR- B. Successfully completed a full 4-year course of study leading to a Bachelors or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. -OR- D. Successfully completed a curriculum leading to a Bachelors degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. -OR- F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. -AND- Minimum Qualifications GS-12: A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) performing one or more of the following: 1) Developing, maintaining, and coordinating exercises for emergency management and continuity of operations (COOP) plans; 2) Inspecting dams and their related features and reporting findings to management; 3) Conducting oral presentations of technical documentation at coordination meetings, design briefings, or other technical briefings; and/or 4) Developing Emergency management or continuity of operations policy. Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
