The Veterans Service Representative (VSR) works as an employee in the Veterans Service Center (VSC). The VSR explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, and inputs data necessary to generate the award and notification letter to the Veteran describing the decision and the reason for it.
Duties
Serve as the primary contact for the Veteran and explain the full range of VA benefits and all related programs to Veterans, their representatives, and/ or advocates.
Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence, and the evaluation of evidence of income, employability, dependence, and relationship.
Review claims cases to assure all issues have been addressed, applies, and interprets VA laws, including veterans’ case law, existing statutes and procedures, precedent rulings, and state law in the adjudication process.
Prepare and release correspondence for use by other federal, state, and local agencies.
Conduct interviews in-person or via telephone with Veterans, representatives, and/ or advocates in order to gather and provide claims-related information.
Utilize various electronic data processing (DEPP) systems to input data for processing claims and generating automated correspondence.

Qualifications

Specialized Experience:
GS-05 grade level: Applicant must have three (3) years of general experience equivalent to the GS-05 grade level in the federal service, with at least one (1) year of which was equivalent to the next lower grade level GS-04 that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. General experience is defined as: 1) Using various computer programs to research, gather, and analyze information; 2) determining potential eligibility according to policies, procedures, and regulations.

Applicants may substitute education for the experience required for the GS-05 level: Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience with the completion of a four year (120 semester hours or 180 quarter hours) course of study from an accredited college or university in any field leading to a bachelor's degree in any field, or with having been awarded such a bachelor's degree. Applicants may also combine education and experience to qualify at the GS-05 level: Applicants may substitute a combination of Undergraduate Education and General Experience to qualify for grade GS-5. If you have some, but not all, of the undergraduate education described above AND less than three full years of the general experience described above, you may qualify by combining the amount of creditable education and experience that you do have. To calculate, first identify the percentage of qualifying education you have as a percentage of four years of study. Then identify the percentage of required general experience you possess as a percentage of 36 months. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 60 semester hours of undergraduate education (i.e., 50% of undergraduate education required) and 18 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position.
