This position is located within the Forest Service Chief Information Office (CIO). The incumbent provides authoritative advice which can have significant impact on leadership and management decisions, substantially alter major systems, and/or affect the quality, compatibility, efficiency, and reliability of particular data, and information technology systems nation-wide. Duties

Providing functional expertise, analysis, and advice for interface decisions, integrated processes, and operational considerations. Working with clients and customers to assess their information resource needs, provide information or assistance, resolve their problems, or satisfy their expectations. Developing long-range forecasts and plan and apply emerging technologies to meet current and projected future business requirements. Refining functional requirements, translate requirements into design specifications, and determine the best approach for implementation. Promoting and supporting a positive work environment to create a climate of mutual respect and integrity.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as three or moreof the following: Evaluating, developing, managing, or improving information technology (IT) architectures, systems, policies and procedures and/or trends in enterprise data center and cloud environments (i.e., Amazon, Azure and Google); and/or providing leadership and guidance to management to explore, develop, and implement new IT techniques and methodologies; and/or developing solutions to unique or unusually complex problems regarding IT operations; and/or providing enterprise operations, continuous integration/deployment and DevSecOps in cloud environments. In addition to the qualification requirements above, applicants must have IT-related experience demonstrating each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
