This position is located at the Whiteriver Service Unit (WRSU), Whiteriver, Arizona. The purpose of the position is to perform as the Contracting Officers Representative (COR) responsible for inspection, review, and verification of contractors' work efforts, reports, plans and invoices for the organization's contracts.

Duties

Contracting Support Duties: Serves as the organization's Contracting Officer's Representative (COR) for program functional areas on the installation. Monitors, reviews, and determines whether the contractors' performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Notifies the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work. Determines that Government furnished Property (GFP) and Contractor Acquired Property (CAP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent. Verification of Transaction duties: Initiates corrective action ensuring all defects and omissions are corrected or completed and that the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods Performs inspection of delivered supplies or services and certifies receipts for payment purposes. Serves as the organization's primary expert on any matters regarding acceptability of contractor completed work. File Management duties: Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer. Maintains files of all surveillance, correspondence, sample determinations, and other pertinent contract data. Reviews and forwards the contract's schedule, reports, records, and technical data to the Contracting Officer for acceptance or rejection. Reviews and verifies the contractor invoices, determines the government's agreements or non-agreements with the contractor's percentage of physical completion for progress reports and cost vouchers. Special Program Support Duties: Provides contract personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract. Serves as the point of contact between the contractor and customer. Holds informal and formal meetings to discuss issues as they relate to contract performance. Reviews, interprets and applies guidance described in regulations and publications related to contract operations. Interprets, formulates and disseminates technical guidance relative to performance, utilization, operation and maintenance functions including reporting requirements. Performs other duties as assigned.

MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-07: Grade Level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade GS-05 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:1)Serves as the organization's Contracting Officer's Representative (COR) for program functional areas on the installation. Serves as the technical liaison between the contractors and the Contracting Officer. 2)Monitors, reviews, and determines whether the contractors' performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. 3) Notifies the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work. Determines that Government furnished Property (GFP) and Contractor Acquired Property (CAP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent. OR Master's or equivalent graduate degree or 1 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-09: One Year of Specialized Experience equivalent to at least the GS-07 grade level. Specialized Experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include: Reviewing requisitions to determine method of procurement. Performing contracting methods and contracting types relating to the performance of pre-award and post-award. Evaluating bids or proposals for compliance with specifications or purchase descriptions. OR Ph.D. or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-11: One Year of Specialized Experience equivalent to at least the GS-09 grade level. Examples include: Evaluating market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identifying alternate courses of action by analyzing difficult contractual functions. Resolving incomplete or conflicting technical, program, and contractor data. Planning and coordinating procurement activities. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. SELECTIVE FACTOR:This position requires knowledge of contracting principles and procedures applicable to pre award and/or post award actions sufficient to award and administer contracts for a variety of specialized equipment, services and construction as evidenced by FAC-C Level I certification. Applicants who do not meet a selective factor are ineligible for further consideration.
