About the Position: The U.S. Army Combat Capabilities Development Center Ground Vehicle Systems Center (DEVCOM-GVSC) mission is to develop, integrate, demonstrate, and sustain ground vehicle systems capabilities to support Army modernization priorities and improve readiness. This position is located in the Chief of Staff (COS) Human Capital (G1) office.
Duties
Serve as Human Resources Analyst/Project Officer working for the Human Capital Performance Management office in GVSC.
Provides direction, advice and support for human resource activities of the organization. Coordinates a variety of projects and taskings.
Analytical skills, critical thinking skills, and abilities in evaluating a multitude of human resource management initiatives.
Conducts training/presentations/briefing sessions.
Writes and present status on special studies/reports.
Analyzes, coordinates and consolidates data and prepares various required reports.
Evaluates and makes recommendations to the Human Capital Supervisor and/or Human Capital Director.
Makes recommendations and implements improvements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a Tier 3 (Secret) clearance.
- TDY up to 10% is required.
Qualifications
This position may be filled as a temporary promotion, or temporary detail Not to Exceed (NTE) 5 years by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years, and may be made permanent without further competition.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1) Researching, interpreting, and applying Federal laws, rules, and regulations necessary to provide technical direction over an organization's human resources (HR) policy; AND (2) Advising management on human resources topics, such as: workforce planning and forecasting, pay administration, and deployment and awards; reviewing current policies and procedures related to organization's human resources to brief higher echelon on human resources issues; and analyzing internal controls to ensure the programs are meeting mission needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).

The DE-03 broadband incorporates former GS equivalents GS-12 step 1 through GS-13 step 10 grade levels and salary levels
