Duties

WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: FMSS SECTION C The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. PROJECT MANAGEMENT/IMPLEMENTATION: Plans, schedules, and implements security projects in assigned areas. Projects at this level typically involve a small facility or a limited scope project in a large facility or a facility with a higher facility security level (FSL). This includes completing the Scope of Work (SOW), gathering floor plans and cost estimates, inputting procurement and funding actions using available computer systems, tools, and programs. Takes actions to identify the need to install, upgrade and support security equipment and components that meet ISC standards and IRM requirements. Conducts site reviews and identifies needed countermeasures to provide the required baseline of protection for IRS facilities as outlined in the ISC Standards. 10% DOCUMENTATION: Uses technical expertise to complete written reports and briefing documents developed from site reviews and risk assessments. Reviews and provides feedback on the reports and findings of lower-graded employees. Conducts Contractor Security Assessments (risk assessments for contractors), using the ISC Risk Management Process. Determines the baseline to assess risk and validate controls to protect Sensitive but Unclassified (SBU) data and Personal Identifiable Information (PII) using established minimum protection standards. Completes assigned security deliverables due on an annual basis. Corrects any errors or findings from resulting audits on reviews of processes, programs or files conducted by the FMSS Audit Team, TIGTA and/or GAO. 10% CUSTOMER SERVICE/SERVICE IMPROVEMENT: Implements and monitors management control procedures in accordance with regulations and other appropriate guidance and direction, to ensure that adequate control systems are functional, so Government personnel and resources are safely and effectively managed. Provides support for the installation of countermeasures. This includes identifying and securing countermeasure placement utilizing the Interagency Security Committee (ISC) Standards and requirements or guidelines in the Physical Security program. Monitors the life cycle of equipment, including making observations to locate defects and seek repairs or yearly maintenance using the service ticket system. Coordinates, collaborates, and supports the repairs/maintenance of security equipment and components using service tickets calling for repair service technicians. Personally addresses or assigns to lower-graded specialists those physical security-related tickets input through the help desk or ERC that can be addressed in-house. Supports the Physical Security Program's repair contracts, including calling for technical maintenance, as needed, and monitoring the repairs to security equipment or components, as appropriate. 40%

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: GENERAL EXPERIENCE/EDUCATION GS-05: To be minimally qualified for this position you must have at least three (3) years of experience, one (1) year of which was equivalent to the GS-04. To be qualifying your experience must demonstrate the following: Knowledge of IRS directives relative to security administration sufficient to assist higher graded employees in the conduct of inspections and drafting of periodic and incident reports. Knowledge of IRS policies and procedures to provide administrative assistance to higher level employees in conducting inspections and drafting reports and performing routine functions related to the service ticketing system, ICAM, HSPD-12 and/or the issuance of Smart IDs and granting of appropriate access to business unit employees. Knowledge of the Interagency Security Committee requirements, FSL requirements, GAO, TIGTA, IRS another laws, regulations, policies, and procedures governing the physical security work of the IRS. Ability to make observations and notes to assist in the conduct risk assessments, security reviews, and audits of structures for supported facilities. Ability to effectively address in-person and electronic customer concerns. This includes being able to respond through the ticketing system, electronic mail, telephone calls, and to walk-in issues in an efficient and effective manner. At this level, knowing when an issue is out of the incumbent's scope of knowledge is also important. Ability to present orally and in writing policies and procedures connected to the IRS physical security mission in ways that are understandable to customers, outside agencies such as local or state law enforcement, and to taxpayers. OR EDUCATION: A bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience equivalent to that described One (1) year or twelve (12) months of specialized experience equivalent to the next lower grade. SPECIALIZED EXPERIENCE/EDUCATION GS-07: To be minimally qualified for this position you must have one (1) year of specialized experience equivalent to the GS-05 level that demonstrates experience applying security program concepts, policies, and practices. This experience must include assignments that must have shown completion of the following, or the equivalent: Assisting in conducting security reviews in order to evaluate the effectiveness of the security program; assisting a team in performing basic risk assessments to verify and ensure minimum security standards are implemented and identified. Experience assisting with the administration of less complex physical security programs (i.e., lock, key, combinations, separating employees' clearance) and assisting with basic clerical/office work associated with security equipment contracts and associated budgets. OR EDUCATION: You may qualify based on education as follows: one (1) full year of graduate level education (18 semester hours or 27 quarter hours) at an accredited college or university in a related field of study such as: national security studies, information technology, criminal justice, or management. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with a combination of qualifying graduate education and experience equivalent to that described above. SPECIALIZED EXPERIENCE/ EDUCATION GS-09: To qualify for this position at this grade level, you must have at least one year of specialized experience equivalent to the GS-07 level in the Federal Service. Specialized experience includes experience that demonstrates knowledge of security program concepts, policies, and practices. Experience assisting in conducting compliance security reviews in order to evaluate the effectiveness of the security program, assisting a team in performing basic risk assessments, and administering less complex physical security programs (i.e., lock, key, combinations, separating employees' clearance). Experience performing basic office/clerical administration regarding security equipment contracts and associated budgets. OR EDUCATION: You may qualify based on education as follows: A master's or equivalent graduate degree in a related field of study such as national security studies, information technology, criminal justice, or management. OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as national security studies, information technology, criminal justice, or management. OR LL.B. or J.D., in a related field of study such as national security studies, information technology, criminal justice, or management. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of qualifying graduate education and experience. SPECIALIZED EXPERIENCE/ EDUCATION GS-11: To qualify for this position at this grade level, you must have at least one year of specialized experience equivalent to the GS-09 level in the Federal Service. Specialized experience includes experience that demonstrates knowledge of security program concepts, policies, and practices. The assignments must have shown completion of the following, or the equivalent: Experience conducting compliance security reviews in order to evaluate the effectiveness of the security program; performing less complex risk assessments and assisting with large site assessments; providing technical assistance to managers and employees to ensure security measures are met and to resolve security issues. Experience drafting written reports of findings from risk assessments, compliance security reviews, and site surveys and providing limited advice and guidance on budgetary requirements for security equipment and systems. OR EDUCATION: You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a related field of study such as: national security studies, information technology, criminal justice, or management fields. OR Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: national security studies, information technology, criminal justice, or management. OR LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of education and experience.
