About the Position: Serve as a Budget Analyst responsible for advising and performing work in any phase of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques. Selected applicant will be assigned to the Joint Project Lead for CBRN Integration (JPL CBRN INT).
Position may be filled at either Aberdeen Proving Ground, Maryland or San Diego, California.
Duties
Responsible for the interpretation of budget related laws, regulations, policies, precedents, methods techniques and processes such as Planning, Programming, Budgeting and Execution (PPBE).
Coordinate with Program Managers on fiscal year spend plans as well as Obligations and Outlay development. Monitor and track obligations and expenditures to make recommendations for the redistribution of funds.
Evaluates invoices for accuracy, processes for payment after recording credits and charges, and transmits vouchers to Defense Finance and Accounting Service (DFAS).
Certifies payment of all invoices processed by team members and enters data into various automated systems.
Prepare documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments needed to finance new programs or program changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires Secret Security Clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement in Career Field "Business Financial Management" at Practitioner certification within 60 months of entrance on duty.
- Position requires Level II DoD Financial Management certification within 24 months of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year experience equivalent to the NH-2/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Applying applicable laws, regulations, procedures, or processes for budget formulation; 2) Managing funds from a wide range of appropriations; 3) preparing a variety of reports covering the status of funds, expenses, or obligations for budget requests; and 4) Monitoring the execution of budgets utilizing automated finance systems such as General Fund Business Enterprise System (GFEBS).
