The primary purpose of this position is to serve as a Team Leader responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities.
Duties
Performs team leader duties on a regular and recurring basis for 25% or more of the time, identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities.
Provides Equal Opportunity (EO) and Military Equal Opportunity (MEO) advice regarding processes, rights and responsibilities, complaint processing; mediation, facilitation, and other conflict resolution services.
Accomplishes advanced assignments in the area of EO.
Plans and conducts processes/activities such as Defense Equal Opportunity Climate Survey (DEOCS), Key Personnel Briefings and off-site visits.
Performs Alternative Dispute Resolution (ADR) through mediation, facilitation, or combination of techniques. As a trained mediator, assists disputing parties in resolving issues.
Participates in the administration of self-evaluation and other inspections or quality control reviews.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Equal Employment Opportunity Series 0260.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning and conducting a complete review of complaints that range from individual to systematic cases covering a multitude of issues, including sexual harassment, disabilities accommodations, protected categories, promotions, reprisal, etc.; Referring non-jurisdictional concerns as appropriate to other available avenues of redress. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of federal equal employment opportunity program laws, regulations, principles, UCMJ articles, Executive Orders, Presidential Proclamations, court decisions, and complaint processing for civilian employees and military members.
2. Knowledge of regulations, laws, policies, and procedures pertaining to the administration of dispute systems and the processes relating to the negotiated appeal and grievance procedures, EO discrimination complaints, MEO complaints, disciplinary and adverse action procedures, and the current trends and developments associated with the alternative dispute resolution to include mediation.
3. Broad general knowledge of Air Force organizational structure, management policies and Air Force personnel administration policies and practices including staffing, position classification, employee relations, labor relations and training, so that incumbent knows when and where to obtain technical advice and will understand technical issues.
4. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial issues determining meaning, relevancy, and significant of a large body of complex and interrelated facts including identification of interest of disputing parties, weighing evidence, making conclusions and recommendations, and reporting and presenting findings.
5. Skill and ability to identify and define systematic barriers to EO, such as policy or practice, and to define specific practical solutions.
6. Skill in verbal and written communication to clearly present complex information, and deal sensitively and effectively with managers and employees.
7. Ability to utilize AoP concepts and initiatives to lead a team and establish effective working relationships with managers and supervisors at all levels of the agency, as well as the employees and military personnel to include a variety of disputing duties.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
