The primary purpose of this position is to deliver and support agile war-winning capabilities for the Air Force Test Center, AF Material Command; providing warfighter-focused high quality decision support to the test enterprise mission offering financial management services to all personnel, programs, support missions, associates, and external customers.

Serves as the principle Financial Management advisor to the AFTC Commander and Senior staff for highly technical Research, Development, Test and Evaluation (RDT&E) activities for the AFTC enterprise. Directs Enterprise-wide budgeting, and cost and financial management analysis and decision support. Exercises supervisory personnel management responsibilities of the Financial Management Directorate. Participates in top-level management and business decisions of the AFTC. Recommends short and long-term business goals, strategies, and policies, and assesses the impact on AFTC resources (money, manpower, material, facilities, etc.). Resolves conflicts of policy and procedures to allow best value financial management for AFTC. Responsible for overseeing/managing Financial Management processes and the FM workforce across the AFTC Enterprise.

  • Obtain and maintain a Top-Secret security clearance.

  • This is a Centrally Managed position.
  • This is a Financial Management Certification Level 3 position.
  • This is an Acquisition Professional Development Program (APDP) position.
  • This is a Critical Acquisition Position (CAP).
  • Selectee must execute a written agreement to remain in Federal service in this position for at least three years.
  • The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • Subject to Temporary Duty Assignment (TDY) approximately 20-days per year.
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
  • Position is NOT remote eligible.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is directing center-wide budgeting and cost and financial management analysis and decision support; Establishes and directs financial management processes and systems policies of the AFTC; Manages and advises operations within numerous laws, policies, and regulations and meets frequent changes in conditions and priorities due to political climate and developments in the world environment. RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES: 1. Extensive knowledge of the policies, laws, regulations, precedents, and objectives of Congress, OSD, OMB, DoD, AF, and HQ AFMC. 2. Knowledge of major issues, program goals and objectives, work processes, and operations of the organization. 3. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures. 4. Ability to apply a variety of methods and techniques to financial management programs and processes. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 7. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization
