SUMMARY CONT:
GS-09
The primary purpose of this position is: To serve as a Human Resources (HR) Specialist in Employee Relations with responsibility for planning, developing, and carrying out the full range of employee relations advisory services for assigned organizations.
DUTIES:
GS-07/09
Provides Employee Relations assistance to managers for assigned organizations.
Provides consultation and assistance on conduct-related issues.
Manages assignments and/or projects, initiates, monitors, and conducts pre-employment interim suitability/fitness and Common Access Card (CAC) adjudications for APF, NAF, and Contractor employees.
Prepares written correspondence and other documentation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the fundamental HR principles, practices, and techniques related to personnel management to include employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope. Knowledge of the principles, practices, and techniques of performance appraisal and awards programs within a complex and/or large multi-mission organization sufficient to provide advisory services regarding performance issues, administer, and evaluate a comprehensive appraisal program, and ensure all regulatory requirements are met.

GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Knowledge of concepts, principles, practices, and case law regarding third-party powers and procedures sufficient to research facts, legal precedents, and define legal and factual parameters/issues of cases; assist in the preparation, maintenance, and filing of necessary documents and files; and represent management before third parties in Quasi-judicial boards and commissions.???????

EDUCATION: ???????Successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree with study disciplines in behavioral or social sciences which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
