This position serves as a Southwest Coordination Center Coordinator (SWCC) and is located with the Bureau of Indian Affairs, Southwest Region, Division of Forestry and Wildland Fire Management, Branch of Wildland Fire Management in Albuquerque, New Mexico.

Duties
Coordinate emergency resources and assist with the overall execution of activities of the Operations Section of the GACC.
Ensure the appropriate safety measures in the mobilization and demobilization of personnel, equipment, supplies, and aircraft utilized in incident support.
Support operational aspects of wildland fire suppression, preparedness, and prescribed fire activities to representative field offices within the Southwest Area.
Develop operations planning documents, including operating plans, public affairs plans, communication plans and related sections in the Area Mobilization Guide.
Coordinate and facilitate special projects or programs (e.g., workshops) at field unit locations.
Provide guidance and determine compliance with established policies, programs, and procedures with special emphasis on logistics support and dispatch coordination.
Prepares fire weather and behavior predictions on a variety of vegetation and terrain conditions.
Develop office policy and technical guidance of the operational systems, including handbooks, guides, and operational plans and assists in the examination and review of mapping revisions and amendments.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for GS-0462: Forestry Technician Series)
GS-10: One (1) full year of specialized experience comparable in scope and responsibility to at least the GS-09 grade level or higher in the Federal service (obtained in either the public or private sectors). Examples of specialized experience could include: Provides operational guidance and assistance for dispatchers and other support personnel during emergency sustained operations. Delivers guidance and determines conformance with established policies, programs and procedures with special emphasis on logistics support and dispatch coordination (e.g., fire plans, preparedness and readiness of fire equipment and personnel, etc.). Participates in developing operating manuals, handbooks, and guides, standard operating procedures, and training opportunities to provide appropriate directions, recommendations, and training in the safe and effective mobilization of resources. Contributes to implementation of Administrative Multi-Agency Coordination Group (MAC) decisions. Dispatch experience using the Interagency Resource Ordering Capability system (IROC) or similar system.
SELECTIVE PLACEMENT FACTOR: These are MANDATORY qualification prerequisites to qualify for this position, therefore, the applicant must have possessed the following to be considered eligible for this position:
Prior Wildland Firefighting Experience: This position requires a minimum of 90 days previous wildland firefighting experience which provided knowledge of the techniques, policies, and practices of wildland fire management. Wildland fires are categorized into two distinct types: 1) Wildfires - unplanned ignitions or prescribed fires that are declared wildfires; 2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages
NOTE: Selective factors are knowledges, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of the position. FIREFIGHTER RETIREMENT COVERAGE: This position is covered under the secondary/administrative firefighter special retirement provisions of 5 U.S.C. 8336(c)(CSRS) and 5 U.S.C. 8412(d)(FERS) when it is filled by an incumbent who transfers directly from a primary or another secondary law enforcement or firefighting position with no break in service to this position. Firefighter retirement coverage of the incumbent will depend upon his or her individual work history. You may meet the qualification requirements, but not be eligible for special retirement coverage. If you are not eligible for special retirement coverage, you will be placed in the regular retirement system.
