This position is located within the Associate Director's Office at the NY Harbor Healthcare System (NYHHS) in New York, New York. The work involves responsibility for the planning, organization, direction, and evaluation of the facility's comprehensive Emergency Management program, which is continually evolving.

Duties

Duties include, but are not limited the, the following:
Interfaces with federal, state, and community emergency management authorities
Serves as a Liaison Officer
Co-chairs the NYHHS Emergency Management Subcommittee
Plans, organizes, and administers a comprehensive emergency management program covering the healthcare system
Participates in planning, response, and recovery for actual events
Coordinates a variety of mission critical emergency contingency and operations plans
Maintains knowledge of standards, guidance, and requirements of local, state, and federal regulatory and response agencies
Ensures that emergency management requirements are met in support of "ALL HAZARDS" events
Plans and establishes goals, objectives, performance indicators and performance improvement activities
Evaluates outcomes of disaster responses
Promotes and facilitates a proactive approach to emergency management
Participates in workshops and exercises
Develops and maintains the Emergency Management Manual including all specific policies and plans
Recruits staff willing to participate in non-local disaster missions
Serves as subject matter expert in four phases of emergency management - preparation, mitigation, response, and recovery; and
Performs other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Emergency Management Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience working in an organization formulating, preparing, coordinating, and maintaining a variety of contingency plans, policies, directives, and regulations developed for emergency/disaster situations (such as designing procedures for a disaster plan, bomb threat, weather emergencies, etc.); ensuring the readiness of an organization to meet emergency preparedness requirements (via presentations, trainings, drills/exercises, or similar functions); interacting with community agencies and staff/healthcare providers to facilitate the movement of employees/patients during disaster situations; and responding quickly to emergency situations where the degree of hazard could be of a high nature. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~
Driver's License Requirement (Screen-out): This position requires driving a vehicle to perform the official duties of the position; therefore, a current, valid state-issued driver's license is required. This position will require working in the community and frequent driving will be required to include transporting Veterans as needed. Physical Requirements: The work is primarily sedentary but may involve slight physical effort when at field locations or when operating under emergency situations.
