Duties

Manages course instruction and trains instructors in proper presentation techniques in incident management and fire aviation training. Serves as a training advisor and consultant to the interagency incident management and aviation community within local, Geographic Area, and National groups. Coordinates educational efforts for stable and established programs or projects. Identifies and analyzes individual and organization skill or knowledge deficiencies and developmental needs in courses by on-site evaluation. Serves on statewide, geographic area, and national interagency committees for the development of manuals, handbooks, training curriculum, course design and other special projects.

Qualifications

No assumptions will be made about your experience. At the GS-09 Level:One (1) year of specialized experience equivalent to the next lower grade level (GS-7) in the federal service. Specialized experience is further defined as: experience in leading a single module or crew in program areas such as fuels management, fire operations (station), monitoring, fire planning, weed management, forestry or emergency stabilization and rehabilitation, fire prevention, mitigation and trespass, dispatch, or fire business; skill in computer software programs; or skill in administrative duties and record keeping; OR a master`s or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of education and experience described above. At the GS-11 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in the federal service. Specialized experience is further defined as: experience in leading a single program area, such as fuels management, fire operations (station), monitoring, fire planning, weed management, forestry or emergency stabilization and rehabilitation, fire prevention, mitigation and trespass, dispatch, or fire business; managing small budgets, reporting workload accomplishments in a database or through a standard process; determining project areas and proposed projects for consideration and funding; OR a Ph.D. or equivalent doctoral degree; OR completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of education and experience described above. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Possess a valid state driver's license Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Special retirement coverage will not be affected by this detail/temporary promotion. Your position of record determines your retirement coverage. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands: The work is primarily sedentary, however the incumbent may accept fire assignments if they wish to do so. Work Environment: The work is normally performed in an office, however, travel to the field and to various meetings and conferences is required.

Individual Occupational Requirements: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
OR

Graduate Education: Major study - education or a subject area related to the position to be filled.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
