This position is located in the Drug Enforcement Administration (DEA), Fleet, Property, and Office Services Section (FSO), Property Management Unit (FSOP). This position provides support and assistance with the responsibility for developing, recommending, and reviewing the effectiveness of DEA policies, procedures and standards, covering the authorization, acquisition, storage, distribution, use, maintenance, disposal, and accountability of DEA furniture and equipment.

As a Property Management Specialist, your typical work assignments may include: Managing, coordinating and controlling property and/or equipment for the DEA inventory management program. Developing new or innovative inventory controls and procedures to ensure property/equipment protection, security, and maintenance accommodate existing or anticipated program needs. Justifying annual budget projections, and an annual acquisition plan to determine how to spend the funding and what to prioritize with the funding. Researching and implementing new and improved methods and procedures addressing areas such as acquisition, storage, inventory, issuance, repair, and placement of supplies. Serving as a liaison with other government agencies in regards to personal property mangement activities.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. GS-11 Education: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree NOTE: Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position; OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-09) in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Specialized experience is defined as performing the following duties:1) Assisting with the management of operation processes for equipment, logistics and inventories; 2) Supporting managers with procurement/acquisition activities and processes 3) Writing portions of property management or logistic operations policies; and 4) Assisting others with general interpretation of guidance and protocols in regard to property management; OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 One (1) year of specialized experience equivalent to at least the GS-11 federal grade level: 1) Writing policies or guidance on operation management and processes for equipment, logistics and inventories; 2) Administering the procurement and acquisition activities for a variety of logistic operations; 3) Revising and recommending changes to property management or logistic operations policies; and 4) Providing guidance to managers in regard to property management guidance and protocols. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Budget AdministrationCreativity and InnovationTechnical Competence Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
