The primary purpose of the Grounds Unit Supervisor is to supervise and direct grounds maintenance, repairs, and installation for all functions within Tibor Rubin VA Medical Center. The incumbent has the administrative responsibility for the overall operation of the unit. Supervises employees, coordinates and oversees all aspects of grounds, gardens, and lawn care management of the facility.

Duties
Incumbent plans, schedules, coordinates and directs work assignments, orders supplies and materials, evaluates employee performance. The incumbent has full range of supervisory duties over leads, journeymen and workers at wage grades WG-6 through WG-9.Advises employees of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments, and recommends performance ratings in accordance with regulations. Recommends appropriate recognition and corrective action, as needed, in performance management. Recommends the most suitable applicants for vacant positions. Explains classification determinations to subordinate employees. Recommends restructuring positions when necessary to achieve the most effective and economical utilization of personnel. Investigates grievances and complaints, resolving them informally where possible, and notifies supervisors of those of sufficient importance or seriousness. Recommends training based on needs assessment and mission requirements. Maintains work reports and records relating to section, e.g., progress, production, cost, personnel, equipment, materials, and time and attendance. Plans overall leave schedule for section. The Grounds Unit Supervisor will be required to coordinate with other shops within the Maintenance and Operations Section and/or may be required to supervise an ad-hoc assembly of employees to accomplish specific tasks. The incumbent will be required to work closely with the VA Long Beach HCS's Landscape Architect and Landscape Coordinator to achieve a high-level healing environment for our Veterans. Serves as the Contracting Officer Representative (COR) and prepares documents and specifications required for contracted services and projects related to the assigned shops. Provide input to the five-year facility plan and facility condition assessment for non-recurring maintenance projects to maintain infrastructure and building service equipment. Incumbent takes an active part in the Facility Energy Conservation Program, making recommendations, implementing new procedures and retrofit projects that will reduce energy consumption costs. The incumbent will engage in both tactical and strategical planning with the VA Long Beach HCS's Landscape Architect (LA) and Landscape Coordinator (LC). The Grounds Supervisor is the pivot point for the coordination between the administrative group, LA &LC, and the grounds unit. The Grounds Supervisor must be able to forecast irrigating needs and changes to properly dispatch resources before critical stages in a project.

PHYSICAL EFFORT AND WORK CONDITIONS: Performs landscape work which requires the full use of both hands and arms. The work requires the expenditure of a high degree of physical and mental effort in preparing and utilizing sod, flower beds and various other pieces of equipment. The person in this position sits for long periods operating mowers and equipment, frequently climbs ladders to prune trees and frequently lifts objects such as bags of fertilizer, grass seed, etc., weighing as much as 100lbs. The gardening and tree farm tasks require considerable walking, stooping, climbing, lifting, kneeling, bending, squatting, carrying, and reach over/under. The employee is exposed to weather extremes of hot and cold, both indoors and outdoors. Is exposed to weather conditions for extended hours. The incumbent is exposed to infectious hazards, chemicals, hazardous materials, gases/fumes, and the possibility of burns, infection, scrapes, and broken bones. Employee is subject to insect bites and stings and exposure to poisonous plants such as poison Ivy and poison oak.
