The Health Systems Specialist is assigned to the Kerrville VA Medical Center/Kerrville Division (KD) and serves as the Medical Center Director's Administrative Officer, providing leadership at that location. He/she is responsible for coordinating the administration of all operations, to include patient care, by working collaboratively with KD physicians, nurses and other clinical and administrative staff.

Duties

Duties include but are not limited to the following: Develop long and short range policies and plans for the KD campus, making recommendations to Executive Leadership. Manage all resources at the Kerrville Campus, communicating needs to the appropriate services and leadership. Act as the on-site Public Affairs Officer interacting with media, Congressional inquiries, local community leaders, and VSO's. Provide staff assistance in analyzing personnel problems and exploring possible solutions. Utilize subordinate supervisors to direct, oversee, and coordinate work related to the range of functions within Kerrville administration. Support EEO/Affirmative Action Programs and assure management carries out the full intent of the program. Advise on the most appropriate action to take that will most effectively assist management in accomplishing objectives. Provide oversight of position management, and resource and capital management to the Kerrville VA. Provide sound principles and techniques and acceptable practices that are compliant with all Federal and VA regulations. Formulate, communicate and implement policy involving the full range of administrative functions. Assign work to subordinates based on priorities considering the difficulty and requirements of the assignments and the capabilities of employees. Provide advice and guidance to all supervisory levels in management principles, techniques and acceptable practices. Serve as a key member on facility boards/committees advising senior management on operational problems involving human resources issues. Develop long and short range plans to effectively utilize human resources, projections, priorities, justifications, etc., to accomplish medical center goals. Direct, oversee, and coordinate work projects and action items with concurrent deadlines. Resolve complaints from employees and review and approve serious disciplinary actions involving employees. Implement ways to eliminate or reduce significant systems barriers, promote systems enhancement, and improve standard operating procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must: Possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirement as listed above, applicants must also meet the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing long and short range policies and plans and making recommendations to Executive Leadership, manages all resources for Kerrville Medical campus, act as Public Affairs Officer, support EEO/Affirmative Action Programs, provide oversight to position management, formulate and implement policy, provide a full range of administrative functions, assign work to subordinates, and serve as key member on facility boards/committees. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
