Key role of this position is to maintain precise and timely submission of the time and attendance records for Nursing Service and Sterile Processing and Decontamination employees; and, performs timekeeping duties and responsibilities of posting time and attendance records, timecards, fee basis documentation and authorization documents work associated Nursing Service employees via hospital computer system (PAID) including Title 38, Title 5, part-time, full-time, and Fee Basis employees.

Duties

50%: Enters data into the automated management information system database for a variety of staff and different work schedules. Posts hours worked, leave taken, overtime/compensatory time worked, and tour changes and determining the entitlement of employees based on when the hours of work are performed for holiday, premium, and weekend and off tour differentials. 20%: Contacts employees at various levels in the organizational structure to clarify and resolve timekeeping issues and problems. Obtains additional information or clarification on problems with or pertaining to time scheduling, leave and overtime errors for correction. Enters time approved by Nursing and Sterile Processing and Decontamination supervisors into the PAID system. Investigates inquiries or questions from supervisors and/or staff regarding pay and leave. Explains rules and regulations used to reach conclusions. Provides explanations to different levels of staff, rules and regulations pertaining to differential, holiday pay/holiday excused, part-time hours, unscheduled hours, and the differences between Title 38 and Title 5 and Family Friendly Leave Act, Advanced Sick Leave and Advanced Annual Leave. 10%: During payroll processing, works closely with Fiscal Payroll and supervisors. Ensures automated records are accepted by the PAID system and transmitted to payroll processing center. Prepares, via PAID system, corrected time cards. Obtains approvals. 10%: Responds to supervisors' Workers' Compensation questions. Provides information regarding requests for leave without pay, continuation of pay (COP), and other associated procedures and other time questions. Informs back-up timekeeper of new or changed materials/documents for military leave, extended leave, jury duty, documentation for part-time physicians, etc. 10%: Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc. Specific assignments require a varying number and sequence of steps and use of different functions from one assignment to another. Uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters and lengthy reports; uses existing database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports; and uses graphics software to provide graphs and charts for reports and presentations. Establishes, updates, and maintains office records of various types. Uses a variety of automated systems (e.g., records management, electronic forms, electronic publications library, time and attendance, etc.,) and non-automated to perform various clerical duties. Establishes files, maintains, purges, and disposes of office records/files in accordance with regulations and procedures. Updates and enters data into electronic files or systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 for all positions except Reporting Stenographer, GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Selective Placement Factor: In addition to specialized experience this position also has a selective placement factor of typing a minimum of 40wpm. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and most of the the duties are performed sitting in a chair at a computer terminal. May require some walking, standing, bending, climbing stairs, and carrying and/or lifting of light items such as papers and books. No special physical demands are required to perform the work.
