The Montana/Dakotas BLM is seeking a dynamic individual to serve as a Production Accountability Technician for the Montana/Dakotas State Office, Eastern Montana/Dakotas District Office, North Dakota Field Office, Division of Minerals, located in Dickinson, North Dakota. We expect to fill two (2) vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
If selected at GS-06 or GS-07 grade levels, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training.
The responsibilities involve auditing oil and gas leases to ensure production accountability.
At the full performance level, the incumbent is responsible for performing a variety of duties including, but not limited to, the following:
Applying Federal oil and gas regulations governing mineral development and production.
Reviewing and analyzing information obtained from various sources to verify the accuracy of the operator’s Oil and Gas Operations Report (OGOR).
Calculating oil and gas volumes which are misreported and/or recoverable and providing figures for further action.
Verifying and accounting for production volumes produced and removed from oil and gas leases, and ensuring identified production issues are resolved.
Conducting production accountability reviews on oil and gas leases and other assignments.
Using computer software programs to view various reports and develop statistical data and spreadsheets.

- An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
- May require a 1-year probationary period.
Qualifications

For GS-06: One year of specialized experience equivalent to the GS-05 level in the Federal service. Work assignments are diverse, limited in complexity, and selected to provide experience and training. Examples of qualifying experience include work that involved reviewing and analyzing information and data to verify accuracy of oil and gas reports or similar land-related records.
For GS-07: One year of specialized experience equivalent to at least the GS-06 level in the Federal service. Work assignments are diverse, limited in complexity, and selected to provide experience and training. Examples of qualifying experience include work that involved conducting research on oil and gas records and making recommendations on the type of production inspection to be conducted.
For GS-08: One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of qualifying experience include work that involved the analysis of oil and gas producing and measurement systems and royalty reporting requirements.
There is no substitution of education for specialized experience for this position.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands and Work Environment: This position has light physical activity associated with office work. Some work may require periods of walking, standing, bending, or carrying of light items. This work is typically located in an adequately lighted, heated, and ventilated office environment. Occasional site visits to field locations require driving a motor vehicle and walking, climbing, stooping, and kneeling over rough terrain, in inclement weather conditions. Field work may require special safety precautions and personal protective gear.
