The primary purpose of this position is to this is a developmental position with known promotion potential to the targe position of 9M-9W119 Boiler Plant Equipment Mechanic, WG-5309-10. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document.

Duties

- Plans and lays out work from blueprints, sketches, drawings, specifications, guides, codes, and work orders. - Troubleshoots heating boilers, heating systems, and fuel power boilers with complex problems and extensive repairs requiring judgment to locate malfunctions. - Installs, modifies, overhauls, repairs, and maintains a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers, and associated auxiliary and pollution control equipment - Performs preventive maintenance on heating boilers and/or fuel power boiler systems and auxiliary equipment. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. - Uses and maintains tools and equipment.

  • The physical requirements of this position as determined by the manager are: The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance.
  • Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching,
  • bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions.
  • Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This is a Drug Testing Designated position. The incumbent is subject to random testing for drug use.
  • Position requires the ability to discern colors, contrast, and depth.
  • The employee is required to obtain and maintain an appropriate restricted area badge and valid flightline driver’s.
  • This is Developmental position target grade WG-10.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a BOILER PLANT EQUIPMENT MECHANIC without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. Physical Effort: The work requires moderate to strenuous effort. Must climb, bend, stoop, crawl, and stand for prolonged periods on concrete or metal surfaces. Frequently lifts parts and equipment weighing up to 20 pounds. Occasionally may lift and carry items that weigh about 50 pounds with mechanical lifting devices or with assistance from other workers. Working Conditions: Work is performed in hanger areas, outdoors, in parked aircraft, and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, and inclement weather. Must work in confined areas and in awkward positions. Exposed to dirt, grease, and aircraft fluids, oil, hydraulic fluid, solvents, and hazardous fluids and gases such as Hydrazine and Halon. Subject to cuts, bruises, muscle strain, and injury from falls off scaffolds, ladders, and aircraft surfaces. May be exposed to intake suction and hot exhaust blast. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
