This position is located in the Office of the Chief Human Capital Officer's Human Resource Service Center (HRSC) and is responsible for creating, building, standing up, and directing the HR compliance and strategy and the HR development program for the HRSC. The position is responsible for ensuring that all HR actions are in conformance with OPM and VA objectives, regulations, handbooks, directives, and policies; and tracks and measures compliance and remediates if necessary.

Duties

Major Duties Include: Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Serves as a senior advisor to management and executive leadership on developing and implementing human resource operations in support of achieving the program objectives. Develops detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary. Provides staff service, advice, and guidance to management/supervisory levels in the areas of human resources management principles, techniques and acceptable practices as well as technical advice or propriety of statutory, regulatory and procedural requirements within VACO. Leads a group of HR experts who perform random and periodic audits of Staff Office's HR activities to ensure conformance to rules and regulations. The Team works with the Staff Office regarding any necessary corrective actions and provides routine reports to the OCHCO and the Assistant Secretary. Develops priorities for effective use of resources. Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution. Plans and develops new processes or metrics and coordinates support activities that cross organizational lines. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of employees; provides advice, counsel, or instruction to employees on work and administrative matters; interviews candidates for positions; hears and resolves complaints from employees; effects disciplinary measures; identifies developmental and training needs of employees. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-15 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-13 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience utilizing advanced knowledge and providing sound advice in diverse areas of human resources to provide expert HR advisory services and/or authoritative policy interpretations; ensuring HR regulatory and procedural requirements are adhered to; preparing a variety of written documentation sufficient to develop and deliver briefings to VHA leadership to foster understanding and acceptance of findings and recommendations; planning, coordinating and delivering comprehensive HR training and interventions. (you must submit relevant transcripts at the time of application). ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-14 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: knowledge of human resources regulations, policies, and procedures to serve as a senior advisor to management and executive leadership on developing and implementing human resource operations in support of achieving program objectives; developing detailed plans and initiatives to improve HR operations and implementing those plans/initiatives to achieve mission and policy objectives; performing audits of HR activities to ensure compliance of policy and/or regulations; providing supervision and oversight on issues of HR strategy and compliance; performing competency gap analysis to determine learning needs. You will be rated on the following Competencies for this position: Human Resources Management Planning and Evaluating Administration and Management Administrative Law Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
