You will serve as a MANAGEMENT AND PROGRAM ANALYST in the PUBLIC WORKS DIVISION of NAVFAC NORTHWEST.

Duties

You will develop briefings to present recommendations to agency or program directors. You will coordinate with personnel on incentive pay programs. You will analyze budget revisions to determine the effects on a program. You will compile research and statistical findings for use in decision making. You will propose solution strategies to improve work force learning and growth.

• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing awards, staffing, telework, billet validation, position descriptions, onboarding, payroll system, and workforce actions for a directorate; 2) Developing, managing, and forecasting budgetary phasing plans related to labor costs; 3) Assisting with building the Public Works labor force, based on volume of workload, budget considerations, and mission needs; 4) Evaluating the effect of cost and program changes against approved business plans; and 5) Preparing briefs, point papers, statistical, and/or narrative evaluations to justify organizational changes.
