The Supervisory Biomedical Equipment Support Specialist (BESS) works in support of the Engineering Service's Healthcare Technology Management (HTM) Division by providing leadership, guidance and supervision among assigned employees. Additionally, the Supervisory BESS provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment.

Duties

Major duties for the position include but are not limited to: Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Performs advanced testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Develops policy for the HTM Division, Engineering Service, and local facility as needed. Translates management goals and objectives into well-coordinated and controlled biomedical work operations. Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Management (HTM) Documentation of Services guidelines, Engineering Service Standard Operating Procedures (SOP) and other organizational requirements. As assigned, functions as a Contracting Officer Representative (COR), maintaining a minimum COR Level II certification, and keeps appropriate certification levels without lapse. Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Provides training and education as appropriate to medical technology end users and clinical staff. May be tasked with leading and managing installation or upgrade projects for medical devices and systems. May be called on to provide facility support in response to emergency or critical events including but not limited to shelter in place, etc. in order to maintain operations. Develops goals, objectives, and policy for the medical equipment management program and monitors progress. Assigns daily work to staff, establishing priorities based on workload related to BESS and ensures that each employee has an integral role in developing the final team product. Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data.6 Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Plans for long-range staffing needs, considering changes to medical equipment inventory, medical center strategic plan, and budget. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. Or, Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. Or, Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. Grade Determinations: Supervisory Biomedical Equipment Support Specialist, GS-13 Experience: At least one year of experience at the GS-12 grade level that demonstrates the technical competencies described at that level. In addition to meeting the KSAs at the GS-12 grade level, the candidate must demonstrate all of the following KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): Ability to work independently to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. Ability to develop policy; manage medical equipment life-cycle processes; and provide workload analysis in Healthcare Technology Management operations. Ability to translate management goals and objectives into well-coordinated and controlled biomedical work operations. Ability to perform the full range of supervisory duties which would include responsibility for assignment of work to be performed; assessments of competency; evaluation of performance; selection of staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions Preferred Experience: 4 years of VA General BESS experience; COR Level II Certification or equivalent; 2 years or more of supervisory experience; 2 years or more of project management experience; 2 years or more management and development of service contracts; 2 years or more management and development of equipment contracts; 3 years of Imaging BESS experience; Purchase card holder experience; Proficient in Maximo; Proficient in VISTA/AEMS MERS; Prior experience developing standard operating procedures for biomedical equipment technicians; 2 years or more of budget development experience 3 years or more of predictive/preventive/corrective maintenance medical equipment program management Proficient in Microsoft Excel, Access, Powerpoint, PowerBi, and other databases References: VA HANDBOOK 5005/95 February 7, 2018 PART II APPENDIX G49 This position is above the full performance level. Physical Demands: Physical aspects associated with work required of this assignment are typical for the occupation and would generally not require a pre-placement examination. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
