The purpose for the position is to participate in and/or oversee the full life-cycle, from planning to execution, archiving and distribution, for Audiovisual production projects with a focus on still photography in support of the OCCO communications mission in the achievement of the USPTO agency strategic objective to educate and inform about the importance of intellectual Property protection and innovation.

Duties

TELEWORK: This position is eligible for maximum telework per agency and business unit discretion/policy.* * In Office Requirement * : This position requires in office attendance, as required for special events and/or projects, upon advance notification by management. This position is located in the Office of the Chief Communications Officer. This great opportunity in your next career path is for you if: You look forward to serving as an Audio Visual Production Specialist for the Office of the Chief Communications Officer (OCCO) in the conception, planning, production, presentation and delivery of products and services in support of stakeholder and customer information and communications requirements. You have the skill and background to determine communication objectives and goals, in order to plan and lay out photographic detail, utilizing full understanding for the project, materials, environment, and how the final photographs will be used alone or incorporated into graphic illustrations, posters, brochures, etc. You're ready to assist the AV Team Lead with managing photo coverage, scheduling, providing technical and strategic support, and ensuring quality controls. You have the creativity to develop unique new content based on one-on-one requirements identified by working with customers and associated stakeholders.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available here: Audiovisual Production Series 1071 Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-11: The next lower grade level is a GS-09. Specialized experience includes: Experience executing, and delivering edited photographic images in editorial and corporate professional settings to the highest industry standards. Experience with state of the art mirrorless still photo cameras, lenses, and lighting equipment, as well as experience with state of the art video cameras, lenses, audio, and lighting equipment. Experience with photo editing software including PhotoMechanic, and Adobe Creative Cloud (Lightroom, Photoshop), and experience with video editing software including Adobe Creative Cloud (Premiere Pro). GS-12: The next lower grade level is a GS-11. Specialized experience includes: Experience planning, executing, and delivering edited photographic images in editorial and corporate professional settings to the highest industry standards. Experience participating in and managing the entire life-cycle of video productions including those with a narrative storytelling focus, developing an end-product that incorporates key messages for target audiences. Experience with state of the art mirrorless still photo cameras, lenses, and lighting equipment, as well as experience with state of the art video cameras, lenses, audio, and lighting equipment. Experience with photo editing software including PhotoMechanic, and Adobe Creative Cloud (Lightroom, Photoshop), and experience with video editing software including Adobe Creative Cloud (Premiere Pro and After Effects). OR Education may be substituted for experience at the GS-11 grade level as described in the Education Section of this vacancy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience at the GS-11 grade level if the following is met:

  • Ph.D. or equivalent doctoral degree (if related); or
  • 3 full years of progressively higher level graduate education leading to such a degree (if related); or
  • LL.M.
Education CAN NOT be substituted for experience at the GS-12 grade level for this position.
