This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at the Gavins Point Project Office. Gavins Point Dam and Lewis and Clark Lake, located on the Missouri River five miles upstream of Yankton, South Dakota.
Applicants applying for Yankton, SD will have their duty station set as St. Helena, NE.
Duties
Installs and/or makes plumbing maintenance repairs to toilets, sinks, drinking fountains, hydrants, valves, faucets, waterlines, water heaters, irrigation controllers, sprinkler heads, sewer lines, fixtures, pumps, etc
Lays out and installs irrigation lines and sprinkler heads, domestic water lines and fixtures, sewage lines and vaults, etc.
Performs regular inspections and repair of low voltage (24 volt and lower) electrical equipment, including automotive electrical systems and irrigation system controls utilizing visual check and basic test equipment.
Constructs wooden forms of concrete.
Performs preventative maintenance inspections on equipment and attachments assigned to the section.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a pre-employment physical, and annual physical examination and participation in the medical surveillance program.
- Must obtain and maintain a Commercial Driver's license (CDL) within twelve (12) months of employment.
- Incumbent must obtain and maintain a Power Industrial Truck (PIT) license within twenty-four (24) months of employment.
- Must obtain a US Army Corps of Engineers Motorboat Operator’s License within twelve (12) months of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
- Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic ~ without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating.
WG-08: I have the ability to perform common Maintenance Mechanic tasks. I can operate heavy engineering/construction equipment to push, pull, pile, plow, dig, trench, level, or load materials. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.
WG-09: I have the ability to perform some Maintenance Mechanic tasks. I have experience with and can operate heavy engineering/construction equipment to push, pull, pile, plow, dig, trench, level, or load materials such as sand, gravel, topsoil, debris, and snow. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly & safely performed.
WG-10: I have the ability to perform most Maintenance Mechanic tasks. I have experience with and can operate operate heavy engineering/construction equipment to push, pull, pile, plow, dig, trench, level, or load materials such as sand, gravel, topsoil, debris, and snow. I work under normal supervision of a work leader who observes tasks while in progress and upon completion to make sure they are properly & safely performed.- Failure to meet these Screen out Elements will result in an ineligible rating.
Physical Effort: Makes repairs and installations from ladders, scaffolding and platforms. Works in hard-to-reach places. Required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts up to 40 pounds. Heavy physical effort is used when operating equipment in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibrations of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operator is frequently required to work in awkward or strained positions.
Working Conditions: Maintenance work is done inside and outside and is dirty, dusty, and greasy. Work is performed in bad weather and in noisy areas. The worker is exposed to possibility of broken bones, electrical shock, burns, cuts, and bruises. Equipment is operated in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, steep, unstable or rocky grounds, rolling surfaces, and forests. The incumbent is exposed to injury due to the possibility of the equipment overturning. Is subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. Workboat operation occurs in all types of weather and in lake and river environments. Incumbent is exposed to extreme heat and cold, wet and icy conditions, high waves as well as operates in fog, work in strong current and shallow water and possible collision with floating or submerged obstructions.
