This position is in the Veterans Transportation Program (VTP), Beneficiary Travel (BT) Section. The VTP is a service that provides timely, high-quality transportation services for a veterans being referred into the community for healthcare. They supervise and direct the day-to-day BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
Duties
Major duties include:
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes.
Manages the day-to-day Medical Center's Beneficiary Travel program services.
Maintains knowledge of various community transportation services and community agencies.
BT Supervisor assures scheduling, utilization; and administrative tasks of the BT program are performed professionally and in a timely manner.
BT Supervisor assists with effective outreach to community transit authorities and contributes to the development of Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency.
Provides personnel management and administrative support for the BT program.
Assists the Mobility Manager with the Medical Center patient transportation budget, analyzes organizational budgets, and provides advice and recommendations to the Mobility Manager for consideration.
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives.
Works with the Mobility Manager to assure that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the Medical Center's patient transportation program are met.
Resolves informal complaints and grievances.
Responsible for the training of new employees, as well as continual cross- training details.
Assures that all BT staff obtains and maintains appropriate licenses, certifications and training appropriate for each position.
Investigates and resolves specific problems and special cases brought to the attention of the agency's senior management.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
GS-9 Minimum Qualifications:
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of Beneficiary Travel; Identifies problems, gathers relevant data, assesses the data, develops and implements ideas for improvement, and evaluates efficacy of improvements; Knowledgeable of mobility management principles and tools; Coordinates transportation services that involve complex, multi-mission organizations and/or very large serviced populations; and Communicates effectively verbally and in writing explaining recommendations and providing guidance and advice to customers. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel may be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center
