This position is located with the Bureau of Indian Affairs, Superintendent, Jicarilla Agency in Dulce, New Mexico.
Duties
Plans and implements acquisition and disposal transactions and projects for trust and restricted property, ensuring the protection of trust assets and receipt of fair market value or agreed upon value.
Serve as an advocate in assisting the tribes and tribal members with respect to the conveyance of their real property holdings.
Complete the recommendation for approval/disapproval of the conveyance.
Ensure that approvals/disapprovals/awards are recorded in the appropriate system of record.
Provides assistance in areas related to real estate services, and real estate technical personnel and reviews work in progress to provide advice on assignments, release of information, and completeness of process.
Researches, analyzes and reviews complex and conflicting problems and issues, and provides findings and recommendations on problems/issues.
Provides technical assistance to tribal members who apply for the sale of land, patents in fee, exchanges, partitionments, removal of restrictions, and return to trust status of fee lands.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).To qualify for the position, your resume must show that you possess the knowledge, skills and abilities to perform the duties of the position or meet the education requirements that are described below:
A. At least one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, Examples include analyzing policies, regulations, state, tribal, federal laws in planning, developing and recommendations of acquiring property; performing routine conveyances; analyzing the impact and relevance for the value of trust property; interpreting various types of determination of trust, restricted and non-restricted interest and titles, managing, processing and ensuring the approval of land titles for all land transactions; plan and implement land transactions and projects for trust and restricted property, ensuring receipt of fair market values; oversee disposal of property that may involve numerous environmental concerns, unstable market(s), unusual security problems, extensive damage (to the property) and have to take into consideration possible significant impacts on local real estate markets, amongst other things.

B. Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

C. A combination of specialized experience as described in A and more than one year of graduate education as described in B when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Education

If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
