The primary purpose of this position is to serve as the N2C2 Security Specialist, providing oversight and management of security disciples (information, personnel, industrial, physical, computer, operations and communications security) in support of the organization's compartmented information handling requirements.

Serves as the N2C2 Physical Security Program Specialist Serves as the N2C2 Information and Personnel Security Coordinator. Serves as Administrative Support Specialist.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; experience conducting reviews, collecting and analyzing information, ect. and skill in weighing the impact of variables that influence the course of action taken in resolving security questions and issues. OR EDUCATION: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge gained through experience and/or technical schooling of DoDI security program standards and practices in support of physical, information, and personnel security, organizational management, and basic financial management. Knowledge of security plans and procedures (such as standard operating procedures, system security, deployment, and OPS EC plans) for personnel and facilities that support compartmented programs and SCI material. Knowledge of the DoD Foreign Clearance Guide, Joint Travel Regulations (JTR), Joint Federal Travel Regulations (JFTR) and Defense Finance and Account Services (OFAS) policies and procedures; DOD, Services and Joint organizational structures, NORAD, USNORTHCOM, state and federal organizations, and other pertinent interagency organizations. Skill in using analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the successful management and completion of program projects. Skill in effective interpersonal communication in order to navigate complex issues and maintain effective relationships with management officials, co-workers, customers, and others to ensure cooperative resolution of problems and provide effective coordination of activities. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies, and the ability to communicate effectively both orally and in writing to create and present graphic presentation, documents, reports, letters, and various other correspondence, using Microsoft Office programs to include Outlook, Excel, Word, and PowerPoint. Ability to effectively plan, coordinate, manage and organize various program activities and administrative requirements with competing deadlines at the higher headquarters level in support of General & Flag Officer requirements, the ability to assemble, compose, coordinate, and track information for routine reports, inquiries, and related correspondence and meet related deadlines, and the ability to work in a high stress environment supporting senior military officers and civilians, such as those who are the principle operational advisors to a geographic combatant commander. OTHER SIGNIFICANT FACTS: May be required to be on phone recall and 2-hour standby. May be required to perform duties and/or additional duties in an alternate location as assigned. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
