The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Maintains an accurate status of all emergency response equipment and personnel to ensure a prompt and accurate response.

Duties

Provides emergency 911 calls taking and dispatching services. Requires specialist knowledge and advance communication skills that are required to perform the following duties. Performs Medical Dispatch services to callers with medical emergencies Maintain maps, checklists, and charts, including automated programs Operates and maintains telephones, automated data processing equipment, printers, voice recording equipment, and other devices installed in the dispatch center Prepares and maintains reports and records relating to emergency responses Provides In Flight Emergency (JFE) Dispatch information

Requirements

  • U.S. Citizenship Required
  • Males must be registered for Selective Service, see www.sss.gov
  • The employee must be able to obtain/maintain a SECRET Clearance.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Incumbent must maintain Public Telecommunicator Level I and II, as well as HAZMA T Awareness. CPR and EMR and Emergency Medical Dispatch certifications within one year of employment and requalify as required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by (con't)

  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).

  • May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher
  • Works in close harmony with supervisors, co-workers, and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off base agencies, maintaining a consistently courteous attitude (con't)
  • (con't) at all times. Keeps calm and cool during both pressured and emergency situations.
  • Incumbent must participate in recurrent proficiency training, as directed.
  • This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated (con't)
  • (con't) alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This (con't)
  • (con't) meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized transportation regulations, procedures, operations and federal and state laws, policies and procedures related to the fleet management function to perform a full range of dispatching duties and resolve recurring problems. Knowledge of geographic area served. Knowledge of the characteristics and capacity of the transportation equipment being dispatched to resolve recurring problems and coordinate actions. Knowledgeable of vehicle safety rules, regulations, and guidance. Knowledge of one or more automated transportation databases sufficient to input a range of standard information to maintain dispatch logs and records. Knowledge of contingency operations to real world/exercise emergency situations pertaining to vehicle operations. Knowledge of proper use of communications radios and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications operations to include a basic know ledge of trunked radio operation, and patching radio frequencies Knowledge of basic computer operations to include work processing, retrieval and input of data. A qualified typist is not required Knowledge of location and availability of vehicle fleet, the type of apparatus and equipment needed for the emergency at hand and a basic knowledge of firefighting techniques and terminology. Ability to communicate effectively, both orally and in writing, using a calm and stable demeanor while dealing with emergency situations Ability to multitask and to react accordingly within issued guidelines to ever changing information and circumstances. Work independently with immediate supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
