The incumbent serves as a Utility Systems Repairer/Operator for the VA Eastern Colorado Health Care System (ECHCS) and satellites. The incumbent is responsible for boiler/chiller repair and operations at ECHCS owned facilities. May be responsible to serve as the "operator in charge." Incumbent starts, operates, adjusts, stops, maintains, and performs operational repairs multiple fuels power boilers, HVAC systems and auxiliary equipment. **Recruitment or Relocation Incentive May Be Authorized**

Duties

Major duties include, but are not limited to: Works independently to troubleshoot, repair, modify, overhaul, test, calibrate, and install a variety of multi-component industrial and precision instruments and equipment. Services equipment and systems which are interdependent electrical, mechanical, and hydraulic devices which control and regulate flows, pressures, and levels, such as magnetic and differential pressure flowmeter, sonic meters, turbidimeter, and other equipment that measure and record operating parameters. Installs, repairs, and calibrates analyzers for turbidity, chlorine, and pH as well as the trend recorders associated with these analyzers. Troubleshoot and functionality test equipment to isolate defective components and perform repairs. Works alternating current (AC) electrical systems and circuits. Requires technical expertise for distribution and service circuits, power distribution centers, lights, breakers, switches, outlets, and other system components. Troubleshoots and repairs a single to three-phase electricity add-a-phase converters with transformers, rectifiers, capacitors, relays, contacts, starters, etcetera. Performs tests and diagnoses of single and three-phase motors and rheostats, timers, sensors, and ballasts. Safely operates the central heating plant which consists of three (3) International 300 Horse power, 11000 lb/hr - Water tube boilers. Safely operates four (4) Cleaver-Brooks or similar type fire tube boilers, 700 horsepower, 25,000 lb/hour steam. Follows safety procedures in the lighting off sequences and all boiler-testing procedures. Operates of three (3) Trane centrifugal chillers ranging from 1000 tons-1400 tons and one (1) Trane or similar reciprocating chiller for the Operating rooms emergency back up. Applies knowledge in completing work duties for functioning and procedures necessary to run a centralized, multiple zone air conditioning (AC) system. After hours, receives all trouble calls, and makes determination to either wait until the next business day or elevate the call for repair. Directs first response actions to trouble calls, including fire alarms, after hours. Performs operator-level preventive and corrective maintenance. During the non-heating season, performs an overhaul of the boiler systems not in use and prepares them for winter operation. In summer, disassembles, cleans, repairs, modifies, and inspects systems. Work Schedule: Sunday -Saturday, Various Tours (may include evening, night, weekend, holidays) as needed by the service. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position requires walking, standing, bending, lifting carrying, pushing, and pulling moderately heavy loads daily and occasionally heavy loads. Incumbent must be in good physical condition, have good eyesight with or without glasses and cannot be colorblind. Working Conditions: Works inside and outside at heights up to 50 feet. Subject to extreme temperature changes from a +115 to a -30 degrees. Subject to high noise level which requires wearing of hearing protection. Work inside boiler drums (when doing major overhaul) is tight and hot. Work is dirty, greasy, hot, cold, and wet. Employee is subject to cuts, bruises, traffic hazards, and is exposed to danger from boiler explosion, high temperature water and steam lines, electrical shock, falls, burns, scalds, chemicals, broken bones, explosive chemical or conventional munitions, carbon monoxide poisoning, and gas and oil fumes. Other Significant Facts: Incumbent must report for work during periods of hazardous road and weather conditions. Work is performed on a 24 hours a day, 7 days a week, 3 shift rotating tour of duty. Incumbent will be subjected to hazards normally encountered in the trade and may be exposed to asbestos. This position requires working rotating shifts and overtime.
