Duties
Serves as an advisory authority, Subject Matter Expert (SME), and senior Industry Economist to the Director in the Industrial Analysis Division (IAD), located in the Portfolio Management and Business Integration (PM/I) Directorate.
Conducts econometric analysis in regards to the dynamic relationship between the economy and the federal budget to the industrial base supporting Acquisition and Maintenance programs at the industry, corporate, segment and site specific levels.
Reviews and develops a high level of awareness with respect to changing defense acquisition policies and product development priorities.
Analyzes market share, shipments, type and number of contributing producer sub-tiers, tax policies, equipment obsolescence, investment, wages, employment and effect of foreign trade.
Drafts economic posture on legislative initiatives or implementation of enacted legislation.

Qualifications
To qualify for an Economist, your resume and supporting documentation must support:
A. Basic Requirements:
Degree: A bachelor's degree or higher in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Assessing industrial and technological capabilities and financial viability of industries supporting the acquisition, logistics, readiness and homeland defense programs.
Providing senior officials with essential industrial/contractor information in order to develop/implement optimum acquisition strategies and support other decisions for equipping war fighters with maximum combat capabilities in minimal time and costs.
Gathering and summarizing of secondary economic data which is pertinent to the capability of defense and/or non-defense industrial sectors/enterprises for responsive support to defense acquisition needs.
Identifying and applying interrelationship between the forces of the economy as a whole and the economics of a particular industry.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
