The Veterans Health Administration (VHA) supports the provision of patient care using telehealth technologies which increase a Veteran's access to care and support a Veteran's self-management. This position is lacated in Worcester, MA. Which is part of the VA Central Western Massachusetts Healthcare System. Which includes the Leeds campus and all other 5 Community Based Outpatient Clinics (CBOCs) located in, Springfield, Fitchburg, Greenfield, and Pittsfield.

Duties

The Supervisory Health Technician (Telehealth Clinical) provides an array of complex and specialized duties related to direct supervision, leadership, staff education, technology management, as well as project and program management for all dimensions of virtual care and telehealth initiatives. In addition to supervisory duties, the incumbent maintains responsibility for day-to-day operation of telehealth services at the assigned location and between the assigned location and remote sites of care as well as participating in the programmatic development and advanced support of the facilitywide telehealth program. The incumbent is expected to be able to exercise independent judgement and is responsible to regularly provide direct supervision as well as indirect oversight and guidance to other staff members and will require minimal direct supervision. This supervisory position functions above the full performance level and therefore requires the performance of higher-level duties. The higher-level duties associated with this supervisory-level position may include, butare not limited to: providing direct supervision to the Clinical Telehealth team which includes assigning, amending or rejecting work. Ensuring production and accuracy requirements are met. Developing performance plans, recommending standards and ratings, and evaluating performance, making promotions, reassignment, and recognizing outstanding performance, responding to questions or matters not covered by standards and problems in meeting performance standards. Effecting correctiveand disciplinary measures to address conduct and performance issues. Creating and modifying work schedules to meet anticipated and unanticipated changes in the workload. Overseeing attendance and reviewing and approving leave requests of direct reports while ensuring adequate staff is available to perform all needed telehealth duties. Working with the Director; Connected Care / Facility Telehealth Coordinator to develop assignments for team members in order to facilitate all operations of the facility's telehealth program. Distributing and balancing workload and tasks among employees in accordance with established workflow and/or job specialization and required rotations. Independently reviewing quality and performance data (e.g. patient satisfaction surveys, image quality, performance metrics, clinic wait times) for telehealth programs effectiveness and satisfaction and developing process improvementsas required. Developing and coordinating a wide variety of standard operating procedures with full and complete technical advice to ensure telehealth operations are timely, efficient, and appropriate. Providing standardized developed competency-based training for telehealth technology, facilitating interactive simulations for clinical staff participating in Telehealth programs. Gathering, compiling and analyzing data and statistics to develop integrated reports designed to assess impact, demand and utilization of telehealth services for submission to facility and Veteran Integrated Service Network (VISN)leadership. Screening patients for Telehealth modality and referring patients that do not meet established criteria to appropriate care. Preparing the clinical environment, which may include preparing medical and telecommunications equipment to be used for clinical examination and treatment. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veterans' preference does not apply for other current permanent Federal agency employees.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS Citizenship: Citizen of the United States. After a determination is made that it is not possible torecruit qualified citizens, non-citizen personnel may be appointed on a temporary basis under authority of 38 U.S.C. 7405, without regard to the citizenship requirements of 38 U.S.C. 7402 or any other law prohibiting the employment of or payment of compensation to a person who is not a citizen of the United States. Candidates must meet all other requirements for the grade and position concerned. English Language Proficiency: A candidate will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. See chapter 2, section D, paragraph 5a, this part. Grandfathering Provision: All Health Technicians (Telehealth Clinical) employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Experience and Education: (1) Experience. One year of experience in a health care field that demonstrates the applicant's abilityto perform the work or provides an understanding of the work such as but not limited to a medical orclinical assistant (or technician) or health technician. OR (2) Education. Four academic years above high school leading to a bachelor's degree with coursesrelated to the occupation. OR (3) Experience/Education Combination. Equivalent combination of experience and education arequalifying for entry level for which both education and experience are acceptable. Examples are listedbelow: (a) Six months of experience in the health care field and two years of education above high schoolthat included at least six semester hours in health care related courses such as, biological science,surgical technician courses, nursing assistant or other courses related to the position; or an associate'sdegree in a health care related field; or (b) Six months of experience in the health care field and successful completion of a course for healthcare technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces. Certification: None GRADE DETERMINATIONS: In addition to the basic requirements for employment, the following criteria must be met. Supervisory Health Technician (Telehealth Clinical), GS-9 Experience: One year of experience equivalent to the next lower grade level. (GS-8) Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to perform the full range of supervisory duties which includes responsibility forassignment of work to be performed, performance evaluations, selection of qualified staff, andrecommendations of awards, advancements, and when appropriate disciplinary actions. 2. Ability to plan, organize, and coordinate clinical workflow and set short and long-term goals forthe program. 3. Ability to work independently, to set priorities, delegate tasks, meet multiple deadlines, analyzeorganizational problems, and develop and implement effective solutions to optimize quality, efficiency,performance, and productivity within the service. 4. Ability to develop policy, manage equipment requests, and provide workload analysis. 5. Knowledge of all Connected Care programs and operations. References: VA HANDBOOK 5005/96 PART II APPENDIX G50. HEALTH TECHNICIAN (TELEHEALTH CLINICAL), GS-0640. FEBRUARY 7, 2018 Physical Requirements: The work requires some physical exertion such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching, and lifting moderately heavy items such as manuals, record boxes, equipment or assisting patients. The work requires above average agility and dexterity. The incumbent may be required to travel between VA and/or Non-VA clinical care sites and possession of a valid driver's license may be required.
