This position is located within the Police Service at the VA Boston Healthcare System in Jamaica Plain, MA. The incumbent's primary duties are the control of traffic and the provision of assistance for citizens in emergency situations including the protection of personnel and VA owned or controlled property.
Duties
The incumbent's primary duties are the control of traffic; the provision of assistance for citizens in emergency situations, including the protection of personnel and VA owned or controlled property. The incumbent's presence serves as a deterrent to infractions of regulations and they are expected to maintain order, enforce parking and traffic regulations and until relieved, take charge in cases of emergency.
Specific duties and responsibilities are as follows:
Monitors of all parking areas and roadways ensuring that only authorized personnel utilize VA parking lots as assigned or posted.
Distinguishes and properly parks vehicles of VIP's, Handicapped Veterans, visitors, etc. in those parking areas so designated.
Recognizes difference in "normal" and "deviant" behavior.
Independently conducts foot patrol and/or vehicle patrol for a prescribed patrol area over the course of a regular shift.
Responds to calls or alarms involving crimes in progress or just discovered.
Assists victims of accidents or assaults by providing first aid, and/or calling for medical assistance, or assists in transporting to a specific location for medical treatment.
Gives out crime prevention information and advice during patrols and when in contact with individuals.
Directs traffic, ensuring normal traffic flow, especially during congested times such as shift change and when an accident has occurred; detects speeding vehicles, safety stopping them, and taking appropriate action.
Controls personnel access by monitoring the identification of individuals entering VA controlled property.
Refers persons who lack proper credentials to the appropriate control point in order to obtain proper identification.
Reports fire and safety hazards, detected and takes immediate action to extinguish or control fires discovered and to temporarily correct unsafe conditions; during fire, storm, or other emergencies assists persons to safety areas, takes prompt action to evacuate persons from dangerous areas.
Work Schedule: To be determined by management. Incumbent may be required to work any and all tours of duty at any of the three divisions of the VA Boston Healthcare System at the discretion of the Chief, Police Service. May be called upon to work on a regularly scheduled day off, when and if needed.

Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion, such as frequent climbing of multiple flights of stairs, walking while on patrol, crouching and standing for prolonged periods of time, and frequent exposure to inclement weather conditions, such as rain and extreme cold in winter and extreme heat in the summer.
Work Environment: The work is performed outdoors in all types of weather. All divisions of the VA Boston Healthcare System are located in high crime areas and members of the public have easy access to the VA Boston Healthcare System.

You may qualify based on meeting the experience and/or education requirements listed below:
EXPERIENCE: Six (6) months of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
OR
EDUCATION: High school graduation or equivalent or one (1) year above high school. Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grade GS-3. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Intensive Short-Term Training -- completion of an intensive, specialized course of study of less than 1 year may meet in full the experience requirements for GS-3. Courses of this type normally require completion of up to 40 hours per week of instruction rather than the usual 20 hours per week, and are usually of at least 3 months duration. Such courses may have been obtained through a variety of programs such as those offered by business or technical schools, and through military training programs. To be creditable, such a course must have been designed specifically as career preparation for the work of the position being filled, and must have provided the applicant with the necessary knowledge, skills, and abilities to do the work.
OR
COMBINATION: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-3. For GS-3 level positions, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
