Manages all aspects of El Paso VA Health Care System (ELPVAHCS) Pharmacy Service. Provides leadership, direction, organization, planning & implementation of programs in clinical, pharmacy operation & educational arenas at EPVAHCS & Community Based Outpatient Clinics which promote utilization of all resources. Supervisory responsibility over Clinical Pharmacy Practitioners, Clinical Pharmacists, Pharmacist Residents, Pharmacy Technicians, Pharmacy & Technicians students & supporting personnel.

Duties include, but are not limited to:
Clinical
Promoting utilization of evidence-based medicine, to provide high quality patient care services provided by the pharmacy staff
Monitoring and evaluating these services to determine cost-effectiveness, to identify and resolve problems and improve care
Implementing and maintaining a system of clinical privileging for pharmacists, recommending a level commensurate with the individual's education, training, and experience
Completing and presenting Professional Practitioner Evaluation, Ongoing Professional Practitioner Evaluation for all Clinical Pharmacists Practitioners and providing recommendation on board actions to the Professional Standards Board
Monitoring drug use for compliance with the formulary, with respect to cost-effective management of the use of available therapeutic agents and making recommendations for system-wide interventions when deemed necessary to assure optimal usage of drug resources
Education
Serving as a resource for the EPVAHCS and affiliated institutions in the field of pharmacology, clinical, and administrative pharmacy practice with appropriate academic appointments supporting these affiliations
Maintaining comprehensive pharmacy practice models that are acceptable to the State Board of Pharmacy, educational institutions, and accrediting bodies for the facility to serve as an approved preceptor for pharmacy residents and interns, and pharmacy technician students
Planning, coordinating precepting Pharmacy residents and students from affiliated universities.
Monitoring all phases of training during the clinical rotation in clinical expertise
Administration/Supervision
Establishing short- and long-range goals for Pharmacy Service and providing for periodic review and evaluation of goals
Recruiting and selecting qualified individuals to supervise program objectives
Recommending appointments, advancements, promotion or disciplinary actions
Serving as approval official for Pharmacist Professional Standards Review Board
Responsible for applying fiscal management methods in forecasting and administering the pharmacy budget, tracking trending expenditures and allocating resources within the service to respond to a variety of workload demands across the EPVAHCS
Routinely apprising the Chief of Staff of any problems related to the fund control point for purchase of pharmaceuticals and expendable medical supplies
Offering recommendations to solve budget problems for consideration by Executive Leadership
Managing pharmacy performance appraisal system and evaluating subordinates' performance
Training and guiding subordinates in the establishment and revision of performance standards for each position under their immediate supervision
Serving as advisor and consultant to managers and supervisors of other health care system's departments regarding matters of mutual concern
Maintaining cooperative, harmonious, creative attitude within and between departments
Program Management
Managing drug/supply budget
Preparing annual budget request and closely monitoring this fund control point
Developing written policies and procedures governing safe administration of drugs and biological in the health care system
Complying with all mandates relating to Pharmaceutical Services, e.g. JC, FDA, DEA and VHA Handbooks relating to Pharmacy Service
Responsible for carrying out Equal Employment Opportunity polices and for communicating these policies to subordinates
Responsible for promoting the station Safety, Occupational Health and Fire Protection Program
Other Functions
Establishing service mission, goals and objectives consistent with those of national and local VA leadership
Encouraging staff participation in their formulation and utilizing them in formulating operational action plans
Communicating philosophy, goals, objectives and policies to pharmacy and facility staff

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 USC.§ 7402(j)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed.
Failure to Obtain License. In all cases, pharmacists must actively pursue meeting state prerequisites for Ii censure starting from the date of their appointment. At the time of appointment, the supervisor will provide the unlicensed pharmacist with the written requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment.

English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determination:
GS-15
Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level.
Grade Level Criteria. At the GS-15 level, Chiefs of Pharmacy must meet the following:
Individuals are assigned as Chiefs of Pharmacy at Complexity Level 1a, 1b or 1c VHA facilities; or
Individuals are assigned as Chief of Pharmacy at Complexity Levels 2 or 3 and must meet the criteria noted below.
a. Must meet all of the following requirements:
Manages a complex medical center based pharmacy program that is defined as having multiple practice settings ( e.g. hospital ambulatory care, long-term care, behavior health care) that require Joint Commission review as separate standards.
In addition to the medical center pharmacy, has responsibility for pharmacy services at one or more of the following: CBOCs, Rural Health Program, domiciliary, or provides dispensing and/or clinical services to State Veterans Home.
Presence of advanced clinical pharmacy programs that include pharmacist(s) that have approved scopes of practice with prescriptive privileges.
Pharmacy provides clinical pharmacist services to three (3) or more specialty areas such as, but not limited to, hemodialysis, oncology, operating room or an emergency department.???????
b. In addition to the requirements listed above, must meet at least two of the following:
An ASHP Accredited Pharmacy Residency Program.
A Research Program that is accredited by the Association for the Accreditation of Human Research Protection Programs (AAHRPP).
Actively involved in committees or advisory/work groups at the VISN and/or National level.
An ongoing pharmacy student rotation in both the intermediate and advanced practice experience settings.
Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSAs designated by an asterisk (*) apply to assignment 1 and 2
Skill in persuading others and gaining cooperation to accomplish goals.
Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
Skill in utilizing regulatory and quality standards to develop and implement operational programs.???????

Preferred Experience:
Eight or more years of administrative/supervisory experience managing multi-disciplinary staff
Experience working in multi-disciplinary teams in an outpatient clinic or hospital setting

The full performance level of this vacancy is GS-15.
