Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Project Management The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Leads the work of other data scientists and data analysts responsible for advising senior management and executives to manage facilities at the national level. Uses regression analysis and machine learning algorithms to aggregate historical data with new inputs to identify common variables associated with cost fluctuation to iteratively adjust cost estimates for space alteration, lease acquisition, asset lifecycle management and vendor contract management. Leads teams to plan and compose analytics policy documents, standard operating procedures (SOPs), and data strategy for FMSS. Leads the data governance program for FMSS-owned data systems. Uses cluster and regression analysis to identify trends and correlations in demand management tickets and relates results with variables across data sources to generate insights for management planning.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: EDUCATION: A degree in mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service. Examples of specialized experience includes: Demonstrating the ability to lead a team consisting of data professionals responsible for the planning and execution of multiple assignments that required a wide range of knowledge of management and program oversight Public and/or business administration or public policy Qualitative and quantitative methods Planning policies and procedures Negotiation techniques Oral and written communications Knowledge of computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts Examples may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact.
