You will serve as a PROJECT SUPERINTENDENT in the Operations, Operations Excecution Division, Detachment Guam of PEARL HARBOR NSY AND IMF. The duty location of this position is in NAVAL BASE Guam.

Duties

You will develop, coordinate and manage a variety of projects, including (but not limited to) major/minor maintenance and repair projects from inception to completion. You will supervise and be responsible for establishing and maintaining an efficient and economical position structure which will best serve mission needs by providing the optimum balance between such elements You will represent the division in high level conferences within and outside the Guam Detachment in matters of facility planning, funding, resource, training, and policy. You will participate in joint coordination and planning sessions with other shipyard department representatives relative to project problems, operational requirements, funding, and design schedules. You will monitor the project's budget and overtime expenditures and key aspects of the project's work progress.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing or overseeing the planning and execution of operational matters involving ship system overhaul; and developing and coordinating a variety of projects, including major/minor maintenance and repair projects from inception to completion.
