The primary purpose of this position is: To serve as the Command's lead for cyber operations test and evaluation (T&E) activities integrating T&E into all phases of the development, acquisition, and utilization of cyber operational (CO)-peculiar capabilities with the aim of validating performance both before and after deployment.

Duties

Provides direct leadership and continuing oversight of all CYBERCOM capabilities development projects ensuring testing and evaluation (T&E) activities are integrated into all phases of the development, acquisition, and utilization lifecycle. Provides expert technical advice to Command directorates, DoD-wide cyber elements, and other senior management officials in addressing rapid deployment testing and evaluation (T&E) aspects of urgent operational contingencies. As a recognized expert dedicated to advanced and highly specialized system testing and evaluation (T&E) concepts and resources essential to the fielding of state-of-the-art cyber operational and/or defensive capabilities, applies broad-based expertise to continuing efforts to assess DoD cyberspace operations. Develops documents and policy outlining support the Command and its cyber partners will provide in support of cyber capability T&E asset efforts, including policy as to how priorities will be defined and capabilities will be shared. Communicates highly complex technical issues to both colleagues and non-technical personnel including recommendations with their associated quantitative findings to establish the collective value of proposals.

  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force
  • The employee will be required to work other than normal duty hours which may include evenings, weekends, and/or holidays in support of exercises and crisis planning. Recall to duty, and/or emergency overtime may be a requirement of this position
  • Shift work and emergency overtime may be required. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft
  • Employee must maintain current certifications. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). This is a GG-14 position in the Cyber Excepted Service Personnel System (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of and skill in interpreting and applying DoD and Joint Staff policies and standards governing the planning and conduct of cybersecurity inspections/assessments, including ability to use findings to recommend corrective actions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and skill in applying, computer networking concepts, protocols, and network security methodologies; network security architecture concepts including topology, components, and principles; and information assurance (IA) concepts, methods, and tools sufficient to lead the development of new cyberspace tactics, techniques, and procedures (TTPs). 2. Knowledge of cybersecurity principles; organizational confidentiality, integrity, availability, authentication, and non-repudiation requirements; cyber threats and vulnerabilities; specific operational impacts of cybersecurity lapses; and of national and international laws, regulations, policies, and ethics as they relate to cybersecurity. 3. Knowledge of cyber capability evaluation and validation requirements, test & evaluation (T&E) processes, systems engineering processes, and of risk management principles and processes (e.g., methods for assessing and mitigating risk). 4. Skill in leading and conducting test events and test readiness reviews, designing and documenting overall program test & evaluation (T&E) strategies, writing and evaluating test plans, developing operations-based testing scenarios, and preparing T&E reports. 5. Skill in providing test & evaluation (T&E) resource estimates; identifying T&E infrastructure (people, ranges, tools, instrumentation) requirements; and in managing test assets, resources, and personnel to ensure effective completion of test events. 6. Ability to analyze cyber capability test data; to collect, verify, and validate test data; and to translate data and test results into evaluative conclusions. 7. Ability to lead matrixed teams and cyberspace operations subject matter experts (SMEs) in defining resources required for comprehensive cyber capability test & evaluation (T&E) projects, in interpreting T&E findings, and in applying findings to the improvement of cyber capability designs and applications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
