This position is located in the United States Department of Agriculture (USDA), Office of Inspector General (OIG). The Deputy Inspector General serves as the Inspector General's (IG) alter ego, and in this capacity participates fully in executive leadership, policy, and program direction, and management of the full range of OIG functions. The incumbent is the principal program advisor to the IG and participates fully in exercising the statutorily based responsibilities for management of the OIG.

Duties

Assists the Inspector General in providing overall guidance and direction to, and management of, all OIG activities including audit, investigation, inspection, data sciences, legal planning, policy development, and resources management function. Reviews the activities, annual operating plans, programs, and policies of the various components of the OIG. Oversees the development of the OIG Strategic Plan and annual plans, ensuring that the goals and objectives formulated by the Assistant Inspectors General and other OIG component heads fully support the mission, goals, and priorities of USDA. Provides policy direction with respect to program priorities, and reviews work plans from the standpoint of consistency with OIG planning goals. Assists the IG in fully and currently informing the Secretary and Congress of serious problems, abuses, and deficiencies relating to the administration of USDA programs and operations. Directs development of policies for coordination regarding OIG activities with other Federal Departments and agencies, congressional committees, other OIGs, other Executive and Legislative organizations, US and other agency missions overseas. Oversees reviews of existing and proposed legislation and regulations including OIG's evaluation of their possible impact on USDA programs and operations. Reports relevant information to management and clients in an accurate and timely manner. Builds and maintains inclusive, responsive, and constructive working relationships.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Your experience should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit Ensuring the success of one or more specific major programs or projects Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance. Supervising the work of employees and exercising important policymaking, policy-determining, or other executive functions. To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs} and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results. EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. All competitive applicants must submit a narrative statement covering each of the ECQs. Narratives should be limited to no more than a total of 10 pages for the ECQs. OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MTQ1 - Knowledge of OIG programs and functions to include financial and program audits, criminal investigations, data analytics, program and policy development, resource management, administration and demonstrated skill in strategically planning, directing, leading, and evaluating complex management functions throughout a dispersed geographic area. MTQ2 - Proven ability to communicate effectively and work constructively and collaboratively with internal offices and other professional disciplines within the Office of Inspector General to enhance the effectiveness of operations, work processes and products and workforce engagement. MTQ3 - Demonstrated ability inspiring innovative business practices and strategic vision that have improved the efficiency and effectiveness of OIG's communications and interactions with key external stakeholders such the Secretary of Agriculture or equivalent, USDA officials or equivalent, Congress, the Council of Inspectors General for Integrity and Efficiency, other OIGs, other law enforcement agencies, the Government Accountability Office and the Office of Management and Budget.
