The primary purpose of this position is to serve as the Senior Nuclear Policy, Arms Control, and Analysis Technical Advisor to the Deputy Director, Plans and Policy (DJ5).
Duties
Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems such as future nuclear force analysis.
Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified.
Advises the Director, and Deputy Director (J5/DJ5) Plans and Policy on all matters pertaining to the development, preparation, approval and implementation of nuclear policy and associated guidance for the Command's UCP assigned responsibilities.
Advises the Director, and Deputy Director, (J5/DJ5) Plans and Policy on all matters pertaining to the history, development, and implementation of nuclear arms control initiatives and treaties.
Represents the CDRUSSTRATCOM, the Director, and Deputy Director (J5/DJ5) Plans and Policy in senior level decision making across the DoD and other organizations within the United States Government (USG) and with allied and foreign governments.
Participates in and provides operational and technical expertise to internal and external studies and working groups affecting the creation and implementation of nuclear policy, nuclear arms control and the future nuclear force for the CJCS, CDRUSSTRATCOM, J5, DJ5, and the Services.

- This is a Centrally Managed Position; PCS will be paid IAW JTR and AF Regulations.
- Due to the complexity of the nuclear policy, arms control and analytic processes, it is highly desired that the individual demonstrate an in-depth knowledge
- of a myriad of disparate disciplines inclusive of international
relations, military strategy, and policy.
- A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline is highly desired. Advanced degree(s) are preferred.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- Work will require travel away from the normal duty station on military or commercial aircraft.
- May be required to work other than normal duty hours and intermittent periods of non-standard hours, which may include evenings, weekends, off duty hours on call, extended work hours (12-hour shifts), varying duty hours, and/or holidays.
- Shift work may be required when supporting 24/7 operations when participating in exercises, war games, or actual crisis scenarios. Overtime may be required.
- The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
- This position is designated by the Air Force as a testing designated position under the civilian drug testing program. If requested, the incumbent must submit to urinalysis testing.
- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually as a condition of employment.
- The employee may be required to obtain and retain a US Government official passport.
- This is a key position. Duties of this position are essential to the accomplishment of wartime/contingency operations. Must be removed from military recall status if alternative for filling of the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Operations Research Series 1515 (opm.gov)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of Presidential, DoD, and USSTRATCOM nuclear policy matters and the instruments and processes used to develop and implement national policy. This includes preparing recommendations for and occasionally drafting Presidential Policy Documents and subsequent DoD implementing directives collaboration with Senior DoD leadership and members of the President's National Security Council. Knowledge application includes evaluating the content of policy documents for projected impact on USSTRATCOM missions; exceptional knowledge of nuclear arms control history, arms control concepts, and the development process that result in US proposals and approval of arms control treaties. Knowledge is applied in providing USSTRATCOM expertise and perspectives to DoD senior leadership, Special Presidential Envoys, and the DoS senior officials; knowledge application includes the ability to consult with and advise US arms control negotiating teams and the potential to serve as a member of a negotiation team if required; expert knowledge and ability to develop Command guidelines, policies, and procedures that affect acquisition of mission critical systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of strategy, policy, and guidance issues related to strategic deterrence, assurance, nuclear operations, global strike, global missile defense, and nuclear weapons employment, expert knowledge in the development and analysis of nuclear arms control initiatives and treaties.
2. Expert knowledge in applying quantitative and qualitative techniques to solve problems or define and clarify alternative solutions for senior government and DoD officers and officials; in-depth knowledge of National Command Authority, Executive Branch relationships and agreements, DoD, the JS, and departmental structures and relationships as they relate to nuclear strategy/policy/guidance, arms control initiatives/treaties and future nuclear force analysis.
3. Skill in analytically articulating and negotiating very complex and sensitive issues with officials having diverse perspectives and often with different or opposing views; ability to organize and lead study teams tasked to organize new ideas, projects, and analytic methodologies; and execute projects and/or studies within established financial and/or time constraints.
4. Ability to effectively integrate outputs from various data sources into usable formats; ability to recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience.
5. Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities; ability to inspire, motivate, and guide others toward the accomplishment of a stated goal. Demonstrated leadership ability, including the ability to coach, mentor, and challenge individuals; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
6. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions; ability to develop and utilize appropriate data collection techniques; ability to design, build, and use models and simulation techniques.
