The primary purpose of this position is to serve as the COCOM Management Assistant for the Defense Language Institute English Language Center (DLIELC); to assist the Overseas Program Manager (OPM), to oversee deployment/redeployment actions for Language Training Detachments (LTDs) and Mobile Training Teams (MTTs) deployed around the world as part of the Defense English Language Program (DELP), and to ensure all travel and database tasks are accomplished.
Duties
In coordination with or in the absence of the OPM, accurately and in a timely manner, responds to questions/concerns from internal and external stakeholders on all aspects of COCOM MTT/LTD management.
Assists MTT and LTD personnel in all aspects of deployment/redeployment to nonresident locations. Assists team members to complete and return all documentation in a timely manner. Coordinates deployment/redeployment actions with supplying units.
Creates Defense Travel System (DTS) travel authorizations and verifies the validity of the Line of Accounting (LOA). Accomplishes MTT/LTD travel arrangements and verifies that all actions are completed. Assists redeploying MTT members to ensure voucher accuracy and completion.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Support Services Administration Series, GS-0342. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of relevant DoS, DOD, COCOM, DLIELC and civilian personnel policies, programs and regulations related to deployment of civilians to CONUS or OCONUS locations, including Combat Zones; travel and regulations. Familiarity with administrative matters of civilian personnel programs that assist civilians deployed to nonresident sites.
OR EDUCATION: Successful completion of 2 years or a master's or equivalent graduate degree in a major field of study such as public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled in an accredited college or university. NOTE: You must submit a copy of your college transcripts. Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in the field of EFL/ESL, English, Education, International/Foreign Affairs or other related area.
2. Knowledge of the Defense English Language Program, Foreign Military Sales, and U.S. Security Cooperation education and training mission, directives, policies, and procedures.
3. Knowledge of the DLIELC American Language Course (ALC); knowledge of training administration, policies and procedures.
4. Ability to independently interact with all levels of personnel in multinational forums; to communicate effectively both orally and in writing.
5. Skill in writing informational reports and professional correspondence and in delivering briefings. Must be able to obtain and maintain a secret clearance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
