Duties

Respond in oral and written form to request information. Determine the most effective communication methods and techniques to reach the public. Present information for special interest groups, schools, and the general public, on controversial issues requiring diplomacy and tact. Serve as a liaison to legislative officials and provide information requested on programs and activities. Plan news, features, and articles highlighting organization programs or activities to inform internal and external audiences. Assist writers, reporters, and photographers in producing news, features, and articles for the purpose of publicizing information about an organization.

Qualifications

To qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Minimum Qualifications Requirement: For the GS-09: You must have one-year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as meeting 3 out of 4 of the following: Prepared and presented speeches for special interest groups, schools, and the general public. Answered routine requests for information about an organization and its programs. Presented programs and activities to groups. Developed written materials, feature stories, news releases and magazine articles to disseminate an organization's activities internal and external use; and/or advised management on the probable public reaction to specific proposals, policies and actions. OR Master's degree or equivalent graduate degree. OR two (2) full years of progressively higher-level graduate education leading to such a degree orLL. B or J.D., if related; Courses must be in communications, journalism, public relations, marketing, English, or a related field of study. OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hour may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
