The primary purpose of this position is to serve as the Munitions Technical Advisor and Equipment Specialist for nuclear and non-nuclear ordnance in the management, maintenance, operations, and training of related to complex and sophisticated weapons systems and equipment.
Duties
Serves as the technical expert advisor to senior leaders, maintenance technicians, MAJCOM, weapon system and national weapons laboratories engineers in the management, maintenance, operation, and training related to complex and sophisticated weapons systems and equipment.
Provides expert weapon systems/equipment leadership, advice and recommendations to senior leaders and maintenance technicians. Provides leadership experience to senior leaders on assigned weapons systems maintenance and ensures continuity within the squadron during change of military personnel.
Provides technical assistance to assigned unit and weapon system engineers in resolving complex system/ equipment problems or design deficiencies.
Provides advice to senior leaders on training program, prepares informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.

- The Munitions Technical Advisor is subject to short notice TDY to meet operational/mission requirements.
- This position may require frequent travel.
- Based on operational necessity, TDY away from home base in support of other units may require travel by military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- This position may require employee to work under adverse environmental conditions.
- This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
- Must be able to obtain and maintain a Top-secret security clearance.
- Base is located in a high cost of living area.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency (cont'd)

- A pre-employment physical examination will be required.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of maintenance concepts, principles and practices related to the systems/equipment on the attached equipment list, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions. Knowledge of required security and safety regulations, practices, and procedures.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in the manufacture, repair or maintenance of equipment. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment.
Knowledge of required security and safety regulations, practices, and procedures.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and identifying and analyzing complex technical problems and developing innovative solutions.
Ability to plan, organize, and reprioritize work to meet changing deadlines.
Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing. Ability to provide sound leadership advice, extensive weapon system knowledge and ensure unit continuity during personnel changes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
