This position is responsible for administering, analyzing and performing work involved in establishing, dissemination or managing Government information with the, Veterans Health Administration (VHA) Healthcare Centers, Government Information Specialist formulate policy, advise agency and facility management, and ensure compliance with all Federal and State laws governing the collection, maintenance, and disclosure of information. The work also involves the safeguarding of Government information
Duties
Reviews electronic time and attendance cards of a diversified workforce with different types of appointments and employment situations under various pay systems.
Computes, codes and inputs complex pay adjustments which may involve transfers between pay systems with different pay structures, leave and benefit entitlements and may be retroactive over an extended period of time
Responsible for training of unit timekeepers.
Develops performance standards and conducts performance evaluations.
Provides advise, counsel, and instruction to employees on work and administrative matters
Reviews training programs annually for timekeepers and their alternates
Approves/disapproves all leave for Payroll employees and develops performance standards; and evaluates work performance of subordinates.
Work Schedule: 7:00AM-4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
To qualify Candidate must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes:
Experience with healthcare privacy standards (HIPPA), healthcare cybersecurity regulations, and medical records compliance.
Experience with establishing and maintaining good working relationships with managers and staff throughout the facility.
Experience analyzing data collected to identify trends and risks to a facility and implement changes.
Effective oral and written communication skills in order to explain Privacy/FOIA requirements and procedures
Experience with research processes and procedures related to privacy, regulations, court decisions, and federal and agency polices to provide recommendations.

Physical Requirements: The Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates' place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.
The work is performed in an office setting.
