The incumbent serves as the Senior Specialist for agricultural commodity market transportation and logistics studies and programs.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to investigation, research, and analysis of costs and efficiencies of the monetization of donated U.S. commodities to ensure no disruptions in local markets. Employs accepted statistical/estimation techniques as necessary in order to make forecasts of transportation and commodity costs. Tracks budgets for commodity and freight procurement to ensure that actual costs do not exceed budgeted amounts. Lead and conduct analyses of agricultural commodity international trends within food assistance programs to determine if the technical operation of the programs are efficient and effective in meeting objectives. Identifies and develops actions to implement or evaluate new programs, taking into consideration operation and administrative requirements, accepted commercial practice, economic indicators and factors, and strategic goals. Evaluates options for implementing food assistance programs and makes recommendations for implementing new operational procedures or changing and improving procedures under existing programs.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: FOR THE GS-13 GRADE LEVEL: One year (52 weeks) of specialized experience equivalent to the at least the GS-12 level; or its non-federal equivalent that included experience: performs investigation, research, and analysis of costs and efficiencies of the monetization of donated U.S. commodities to ensure no disruptions in local markets; develops policies and operational procedures to implement mandated food assistance programs or to enhance existing ones and identifies and develops actions to implement or evaluate new programs, taking into consideration operation and administrative requirements, accepted commercial practice, economic indicators and factors, and strategic goals. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
