This position is located on the Humboldt-Toiyabe National Forest, Austin Tonopah Ranger District, Tonopah, Nevada. The incumbent serves as a Rangeland Management Specialist responsible for managing, planning, scheduling, coordinating, reviewing, and reporting on ecosystem-based wildlife and rangeland management programs on the unit. Duties

Prepares rangeland improvement maintenance schedules and keeps records of existing and proposed improvement, improvements, maintenance needs, and accomplishments. Prepares livestock management plans, determines location and proper stocking and locates, prescribes, designs, and schedules rangeland improvement projects such as fences, pipelines, cattleguards, plant community changes, or prescribed burning. Administers livestock grazing permits by consulting, coordinating, and cooperating with permittees and other rangeland users. Determines permittee compliance with permits and makes recommendations to correct discrepancies. Gathers and assembles data concerning rangeland health, trends, ecological status of vegetation communities, site potential and desired plant community. Oversees and administers the District's invasive plant management program. This position exercises supervisory and managerial authorities and responsibilities less than 20% of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Basic Requirement for 0454 Series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR Combination of education and experience -- at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Qualifying specialized experience is defined as meeting at least one or more of the following tasks: Analyzing environmental data and advising on conventional rangeland management issues and projects; Exercising independent judgment to perform recurring, well-defined, and moderately difficult range improvement projects such as preparing segments of land use plans under multiple-use sustained yield concepts, designing and implementing plant community changes, developing and implementing prescribed burns, or other initiatives of comparable scope and complexity; Preparing segments of conventional rangeland use plans under multiple-use sustained yield concepts or assisting in the development of activity plans that included range and watershed improvement. OR Applicants must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with a major directly related to the work of the position such as range management, soil science and natural resources. OR Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
