These positions are located in the Northern Region, Region 1 and Region 5, Engineering unit with a duty locations of Missoula, MT and Vallejo CA. The incumbent independently manages (plans, directs, completes) major program aspects. Oversees program progress and provides advice to management officials on extremely broad and complex Fleet problems. For point of contact information please see education section.

Duties

Responsibilities listed are at the full performance level. Participates in the development and implementation of National Program policies and procedures. Recommends and establishes Regional policies, guidelines, and procedures for fleet-related programs such as annual fleet replacement program Disseminates new/revised policies and procedures, establishes implementation guidance, and provides advice and assistance to specialists and managers to ensure consistent application and implementation of policies. Develops long term fleet plans and complex fleet program proposals, such as recommendations for major fleet overhauls and updates. Prepares complex technical reports, program documentation, and correspondence in support of the fleet program. Prepares contract specifications and clauses, recommends contract acceptance, and inspects work completed by contract builder or installer for adherence to specifications and standards. Reviews proposed vehicle and equipment modifications for technical adequacy and to assure that laws or regulations are not violated. Performs supervisory duties 20% or less of the time.

For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying: -OR- Specialized Experience: For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Examples of specialized experience include performing two (2) or more of the following duties: Assisted in coordinating, planning, and evaluating a vehicle fleet and equipment management program on a long-term basis, to ensure the fleet program is effective and efficient; Communicated with senior fleet manager or other senior unit management officials regarding efficiency of a fleet and equipment management program; Gathered data to track a fleet and equipment management program and prepared written communication on ways to improve the program; and/or Assisted in the coordination and facilitation of a fleet and equipment management program and assisted with tracking budget/expenditures. For the GS-13. You must have one year specialized experience equivalent to the GS-12 in Federal service. Specialized experience is experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Examples of specialized experience include performing three (3) or more of the following duties: Disseminated fleet policy and procedure information to managers and provided advice and assistance to ensure consistent implementation of policy; Assisted in developing plans and procedures for managing the fleet program; Provided technical expertise, advice and provided solutions in support of the fleet program to resolve problems and issues; Made recommendations to managers on vehicles and equipment replacement needs; and/or Planned and administered maintenance programs for equipment. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
