This position is located on Intermountain Region, Region 4, Deputy Forester, Budget and Administrative Operations, in Ogden, UT. The position is responsible for performing the full range of budget work and providing advice and assistance to subordinate units. Duties

Provides advice and assistance to managers in the development of program and budget requests and related supporting documentation. Drafts procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, travel, etc. Analyzes estimates to identify imbalances among program areas, to eliminate duplication of functions, and to reconcile estimates with current levels of expenditures and anticipated changes in programs. Reviews and edits budget requests submitted by subordinate units to assure that they conform to higher level requirements. Prepares detailed obligation plans in conjunction with budget requests. Highlights budget changes and trends from year to year to help senior level management with program budget decisions. Compiles narrative and statistical material and prepares exhibits and related back-ground information concerning assigned appropriations for use in briefings to and by top officials. Tracks budget expenditures against approved budget plans to ensure that funds are being spent according to financial limits, laws, regulations, policies, and procedures.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as performing one or more of the following: Provide technical advice, consultation, and assistance to management on a range of budget program issues; Review and edit budget requests to assure that they conform to higher level requirements; Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are met on a timely basis; and/or Perform analysis of assigned program budgets and employ techniques such as trend and historical analysis to review funding requests Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
